Call to Order
The meeting of the Transportation Committee was called to order at 1:10 P.M. by the Chair Pelz.

Approval of Minutes

The minutes of July 24, 2002 meeting were approved as written.

Proposed Motion No. 2002-0374 Mr. Constantine
A MOTION confirming the executive's appointment of Joan Sells, who resides in council
district eight, to the King County transit advisory committee.
Doug Hodson, Council Staff, briefed the Committee on Proposed Motion 2002-0374. Ms. Joan Sells,
appointee to the King County Transit advisory committee was present to brief and answer questions
from the Committee. This matter passed subject to signatures.
A motion was made by Ms. Edmonds that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:
Votes:
Yes: 6 - Mr. Pelz, Mr. McKenna, Ms. Edmonds, Mr. Gossett, Mr. Irons and Ms. Patterson
No: 0
Excused: 1 - Ms. Lambert

Transit Security
The Chair recessed the meeting into Executive Session to discuss pending or potential litigation at
1:24 p.m.
The Chair reconvened the meeting at 1:33 p.m.

Arthur Thornbury, Council Staff, briefed the Committee on Transit Security. Jim Jacobson, Deputy
General Manager, Transit Division; Major Carol Cummings, Chief, Metro Transit Police and Curtis
Robinson, Manager of Operations, DOT were present to brief and answer questions from the
Committee. The following people were present to offer public testimony.

1. Nick Wilson, Operator, Operator, King County Metro Transit
2. Glen Ruth, Operator, Operator, King County Metro Transit
3. Brenda O'Neal-Barton, Operator, King County Metro Transit

2002-0329.2
Mr. Pelz
A MOTION authorizing the county executive to enter into an interlocal agreement for
reciprocal collection of transportation impact fees with the city of Covington.
Doug Hodson, COuncil Staff, briefed the Committee on Proposed Motion 2002-0329. Richard
Warren, Roads Division, KCDOT and Andy Dempsey, City of Covington, were present to brief and
answer questions from the Committee. There was an amendment adopted 6-0-1, with
Councilmember Lambert excused.

A motion was made by Mr. McKenna that this matter be Recommended Do Pass Substitute
Consent. The motion carried by the following vote:
Votes:
Yes: 6 - Mr. Pelz, Mr. McKenna, Ms. Edmonds, Mr. Gossett, Mr. Irons and Ms. Patterson
No: 0
Excused: 1 - Ms. Lambert

AN ORDINANCE relating to public transportation; revising rates of fare; and amending
Ordinance 13480, Section 2, as amended, and K.C.C. 28.94.015
Doug Hodson, Council Staff, briefed the Committee on Proposed Ordinance 2002-0349. Jim
Jacobson, Assistant Manager, Transit Division was present to answer questions from the Committee.
There were two amendments adopted 6-0-1 with Councilmember Lambert excused.
A motion was made by Mr. McKenna that this matter be Recommended Do Pass Substitute
Consent. The motion carried by the following vote:

Yes: 6 - Mr. Pelz, Mr. McKenna, Ms. Edmonds, Mr. Gossett, Mr. Irons and Ms. Patterson
No: 0
Excused: 1 - Ms. Lambert
 
Other Business
Jim Jacobson, Deputy General Manager, Transit Division was present to update the Committee on
the Bus Hijacking today on bus number 42.
 
Adjournment
There being no further business to come before the Committee, the meeting was adjourned at 3:03
P.M.
