Call to Order
The Labor, Operations and Technology Committee meeting was called to order at 9:40 a.m. in the
Metropolitan King County Council Chambers, 10th Floor, King County Courthouse, by Chair Dow
Constantine.
 
Roll Call
Present: Mr. Constantine, Mr. Gossett and Ms. Sullivan
Excused: Mr. Pullen and Ms. Hague
 
Approval of Minutes - January 28, 2003

The minutes of the January 28, 2003 meeting were approved.
Discussion and Possible Action
 
2.
Proposed Motion No. 2003-0048 Mr. Constantine
A MOTION confirming the executive's appointment of Mark Adreon, who resides in
council district eight, to the King County section 504/Americans with Disabilities Act
advisory committee.
Joanne Rasmussen, Council Staff, briefed the committee. Mr. Mark Adreon, appointee to the King
County Section 504/Americans with Disabilities Act Advisory Committee, answered questions from
the members. Paula Harris-White, Liaison to the Section 504/ADA Advisory Committee was in
attendance.
A motion was made by Mr. Gossett that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:
Votes:
Yes: 3 - Mr. Constantine, Mr. Gossett and Ms. Sullivan
No: 0
Excused: 2 - Mr. Pullen and Ms. Hague

Proposed Ordinance No. 2003-0070 Mr. McKenna
AN ORDINANCE establishing April 22, 2003, as the date of a special election on the
question of annexation to the city of Renton of an unincorporated area known as the Vuong
property.
Rick Bautista, Council Staff, briefed the committee. Mr. Gossett moved an amendment to page three,
line 57, of the ordinance, correcting the RCW reference to read "RCW 36.38.020". The amendment
passed unanimously.
This matter was Amended.
A motion was made by Mr. Gossett that this matter be Recommended Do Pass Substitute
Consent. The motion carried by the following vote:
Votes:
Yes: 3 - Mr. Constantine, Mr. Gossett and Ms. Sullivan
No: 0
Excused: 2 - Mr. Pullen and Ms. Hague

Proposed Motion No. 2002-0502 Mr. Constantine and Ms. Hague
A MOTION approving the report, King County Strategic Technology Plan 2003-2005
(Revised).
David Randall, Council Staff, briefed the committee. David Martinez, Chief Information Officer,
Office of Information Resource Management, answered questions from the members.
A motion was made by Ms. Sullivan that this matter be Recommended Do Pass. The motion
carried by the following vote:

Yes: 3 - Mr. Constantine, Mr. Gossett and Ms. Sullivan
No: 0
Excused: 2 - Mr. Pullen and Ms. Hague

Briefing No. 2003-B0030
Election Procedures Review of King County
David Elliott, Assistant Elections Director, Office of the Secretary of State, and Sheryl Moss,
Certification and Training Manager, Office of the Secretary of State, presented a briefing on the
review of King County's election practices and answered questions from the members. Robert
Roegner, Manager, King County Records, Elections and Licensing Division, responded to the review
recommendations and answered questions from the members. Ellen Hansen, Elections Consultant,
answered questions from the members.
