Call to Order
The meeting of the Natural Resources and Utilities Committee was called to order at 1:35 P.M. by
Chair Edmonds.

Present: Ms. Edmonds, Ms. Hague, Mr. Constantine and Mr. Ferguson
Excused: Mr. von Reichbauer
 
Approval of Minutes

The minutes of July 8, 2004 meeting were approved as written.

Proposed Motion No. 2004-0211 Mr. Gossett, Ms. Edmonds and Mr.
Phillips
A MOTION confirming the executive's appointment of Stephanie Toothman, who resides
in council district ten, to the King County cultural development authority.
Marilyn Cope, Council Staff, briefed the Committee on Proposed Motion 2004-0211. Stephanie
Toothman appointee to the King County cultural development authority was present to brief and
answer questions from the members.
A motion was made by Mr. Ferguson that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:
Votes:
Yes: 4 - Ms. Edmonds, Ms. Hague, Mr. Constantine and Mr. Ferguson
No: 0
Excused: 1 - Mr. von Reichbauer

Proposed Substitute Ordinance No.
2004-0125.2
Mr. Ferguson, Ms. Edmonds, Ms.
Lambert, Ms. Patterson and Mr. Irons
AN ORDINANCE relating to the timing for planning for waste export and annually
reporting the solid waste division's progress toward objectives identified in the
comprehensive solid waste management plan; amending Ordinance 7737, Section 2, as
amended, and K.C.C.10.24.020 and adding a new section to K.C.C. chapter 10.25.
Peggy Dorothy, Council Staff, briefed the Committee on Proposed Ordinance 2004-0125. This
matter passed out of committee subject to signatures.
A motion was made by Mr. Ferguson that this matter be Recommended Do Pass. The motion
carried by the following vote:
Votes:
Yes: 4 - Ms. Edmonds, Ms. Hague, Mr. Constantine and Mr. Ferguson
No: 0
Excused: 1 - Mr. von Reichbauer

Air Quality and Compact Community Design: Review of Air Quality and Greenhouse Gas
Research and Programs
Mike Reed, Council Staff introduced the panel to the Committee. Doug Howell, Air Quality
Department of Natural Resources and Parks; Dr. Phil Mote, University of Washington and Dr. Larry
Franks, University of British Columbia were present to brief and answer questions on the power
point presentations from the members.

This matter was Presented.

Briefing No. 2004-B0140
Conservation Futures: Presentation by Citizens Oversight Committee
Terry Lavender, Chair, Julie Burman and Kal LeMaster, Members, Conservation Futures Citizen
Oversight Committee and Faith Roland, DNR& P were present to briefed and answer questions from
the members.
This matter was Presented.

Last meeting before Council recess.

There being no further business to come before the Committee, the meeting was adjourned at 3:27
P.M.
