Approval of Minutes of Special Meeting of September 18, 2003 and Minutes of

Mr. von Reichbauer moved to approve the minutes of the Special Meeting of September 18, 2003 and
September 22, 2003 meeting without reading. Seeing no objection, the Chair so ordered.

Reports on Special and Outside Committees

Ms. Edmonds reported on the brief meeting of the Disability Retirement Board and indicated that the
only item of discussion was claims.

Mr. Phillips briefed the Council on the Cedar River Council. He indicated the Council received an
update on the Legacy Program and its continuing efforts. The council also reviewed a study which
was funded by the EPA on the importance of the health of the river.

Mr. Phillips reported on the WRIA 8 Steering Committee. He indicated the committee received an
update on the action agenda which is in place. The committee is making steady progress on many
capital improvement programs and studies.

The Portico on Finn Hill - Council District 11

Ms. Hague moved to adopt the DDES finding of fact that the final plat of The Portico on Finn Hill
complies with the conditions of preliminary plat approval and other applicable laws, and that the
Chair is authorized to signify Council approval by signing the final plat at the end of the meeting.
Seeing no objection, the Chair so ordered.

The Reserve at Star Lake - Council District 7

Ms. Hague moved to adopt the DDES finding of fact that the final plat of The Reserve at Star Lake
complies with the conditions of preliminary plat approval and other applicable laws, and that the
Chair is authorized to signify Council approval by signing the final plat at the end of the meeting.
Seeing no objection, the Chair so ordered.

Meadow Glen Estates - Council District 7

Ms. Hague moved to adopt the DDES finding of fact that the final plat of Meadow Glen Estates

$89,000,000 to finance or reimburse the county for the Treemont Conservation Easement
Acquisition Project and to refund, on a current basis, all or a portion of the county's Limited
Tax General Obligation Bonds (Various Purpose), 1993 Series A, and Limited Tax General
Obligation and Refunding Bonds (Various Purpose), 1993 Series B; providing for the
public sale of the bonds and the disposition of the proceeds of sale; establishing funds for
the receipt and expenditure of bond proceeds and for the payment of the bonds; and
providing for the annual levy of taxes to pay the principal thereof and interest thereon.
