A MOTION authorizing the Chair to execute a Professional Services Agreement for special legal services  
with Baker Sterchi Cowden & Rice, LLC.  
Charlotte Archer, District Legal Counsel, briefed the Board and answered questions.  
A motion was made by Vice Chair Perry that this FCD Motion be Passed. The  
motion carried by the following vote:

adopting a revised 2026 budget, capital budget, six-year capital improvement program for 2026-2031; and

A MOTION establishing the King County Flood Control District's agreement to partial participation in the  
City of Bellevue's Grand Connection Crossing Tax Increment Financing Project until the earlier of  
December 31, 2052, or the date on which the City of Bellevue certifies to the County Treasurer that all  
public improvement costs to be paid or reimbursed with tax allocation revenues for the Grand Connection  
Crossing have been fully paid.  
Michelle Clark, District Executive Director; Lynn Robinson, Councilmember, City of  
Bellevue; Genesse Adkins, Bellevue City Manager; John Resha, Bellevue Director of  
Finance & Asset Management Department, briefed the Board and answered questions.  
This matter was Deferred

Executive Session  
The Board went into Executive Session at 3:55 p.m. for 20 minutes per RCW  
42.30.110(1)(i) with no action to follow, to discuss with legal counsel representing the  
District litigation or legal risks of a proposed action or current practice that the agency  
has identified when public discussion of the litigation or legal risks is likely to result in  
an adverse legal or financial consequence to the agency. At 4:15 p.m. the Chair  
extended the Executive Session for 20 minutes until 4:35 p.m. The Board reconvened  
at 4:35 p.m.
