The meeting was called to order at 1:49 p.m.

Ms. Patterson led the flag salute and Pledge of Allegiance.
 
Approval of Minutes of January 13, 2003

Mr. Phillips moved to approve the minutes of the January 13, 2003 meeting without reading. Seeing
no objection, the Chair so ordered.
 
Reports on Special and Outside Committees

Mr. Pelz reported on the Regional Transportation Investment District meeting, indicating the
members continued to discuss the legislative agenda regarding revisions to the ESSB 6140
legislation. The RTID Planning Committee participated in the swearing in of new members to the
Executive Board. Mr. Pelz stated the meeting was very positive.

Mr. Irons briefed the Council on the Critical Areas and Stormwater ordinance update hearing at
Issaquah High School, indicating it was well attended. He was pleased to see a broad understanding
as to what was in the document, as well as a broad opinion of problems and solutions. Mr. Irons
indicated that very good questions came up which will be addressed and resolved.
Ms. Lambert also briefed the Council on the same subject, indicating two well attended public
hearings were held in Carnation. Three areas of main concern were buffers being enlarged from
100 feet to 300 feet, the presumptions of salmonids in any body of water and regulations regarding
replacement of impervious surfaces. These concerns were brought to the Executive's attention.
Mr. Pullen informed the Council that constituents in his district were unhappy and felt they were
uninformed regarding the critical areas and stormwater update. He urged them to attend one of two
meetings scheduled; one on January 22nd at Enumclaw High School, 6:30-9:30 p.m., and the other
on January 28th at Tahoma High School, 6:30-9:30 p.m.

As a personal privilege, Mr. Pelz spoke of a dear friend presently in the hospital recovering from
surgery, and wished to extend his special thoughts.

Mr. von Reichbauer thanked the members who will join him on January 22nd for the recognition of
former State Representative Maryann Mitchell by her community for her work on affordable housing.
In Federal Way, the multi service center is building a new senior residence named Mitchell Place in
her honor.

Ms. Hague moved to adopt the DDES finding of fact that the final plat of Stone Creek complies with
the conditions of preliminary plat approval and other applicable laws, and that the Chair is
authorized to signify Council approval by signing the final plat at the end of the meeting. Seeing no
objection, the Chair so ordered.

Mr. von Reichbauer relayed to Mr. Pullen his discussions with a group of constituents regarding the
county's successful role in supporting the Bastyr University and other great programs, and
complimented his great work and leadership over the years on such programs.
