Call to Order
The Labor, Operations and Technology meeting was called to order at 9:33 a.m. in the Metropolitan
King County Council Chambers, 10th Floor, King County Courthouse, by Chair Dow Constantine.

Approval of Minutes - June 11, 2002

The minutes of the June 11, 2002 meeting of the Labor, Operations and Technology Committee were
approved.

Proposed Motion No. 2002-0221 Ms. Sullivan
A MOTION confirming the executive's appointment of Paul H. Tanaka as county
administrative officer, King County department of executive services.
Mike Alvine, Council Staff, briefed the committee. Paul Tanaka, CAO Designee, answered questions
from the members.
A motion was made by Mr. Gossett that this matter be Recommended Do Pass. The motion
carried by the following vote:
Votes:
Yes: 4 - Mr. Constantine, Mr. Pullen, Mr. Gossett and Ms. Hague
No: 0
Excused: 1 - Ms. Sullivan

Proposed Ordinance No. 2002-0265 Mr. Constantine
AN ORDINANCE approving, subject to conditions, the transfer of control of the cable
television franchises and commitments held by TCI Cablevision of Washington, Inc. under
Franchise 12132 and Tele-vue Systems, Inc. d/b/a TCI of Washington and TCI Pacific, Inc.
under Franchise 11680 from AT&T Corporation to AT&T Comcast Corporation.
David Randall, Council Staff, briefed the committee on Items #3 and #4 together. Marcine
Anderson, Deputy Prosecuting Attorney, Civil Division, Kevin Kearns, Division Manager,
Information and Telecommunications Services, and Deborah Luppold, Vice President, AT&T
Broadband, answered questions from the members. Gary Gardner, Washington Association of
Internet Service Providers and Mike McKay, representing Verizon Wireless, offered public comment
before the committee and answered questions from the members.

Proposed Ordinance No. 2002-0279 Mr. Constantine
AN ORDINANCE denying the transfer of control of the parent corporations of TCI
Cablevision of Washington, Inc., with TCI West, Inc., as guarantor under Franchise 121332
and Tele-Vue Systems, Inc., with TCI Pacific Communications, Inc., as guarantor under
Franchise 11680 from AT&T Corp. to AT&T Comcast Corporation.
Proposed Ordinance 2002-0279 was considered and adopted by the Metropolitan King County
Council at the June 24, 2002 meeting as an emergency.

Proposed Ordinance No. 2002-0217 Mr. Constantine, Mr. Phillips and Mr.
Pullen
AN ORDINANCE approving and adopting the collective bargaining agreement negotiated
by and between King County and Washington State Council of County and City
Employees, Council 2, Local 21HD representing employees in the department of public
health; and establishing the effective date of said agreement.
Mike Alvine, Council Staff, briefed the committee. Ron Weigelt, Labor Negotiator, Department of
Executive Services, answered questions from the members.
A motion was made by Ms. Hague that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

No: 0

Proposed Ordinance No. 2002-0218 Mr. Constantine, Mr. Phillips and Mr.
Pullen
AN ORDINANCE approving and adopting the collective bargaining agreement negotiated
by and between King County and International Brotherhood of Electrical Workers, Local
77 representing employees in the departments of executive services (information and
telecommunications services) and transportation (road services division); and establishing
the effective date of said agreement.
Mike Alvine, Council Staff, briefed the committee. Dave Gaba, Labor Relations Manager,
Department of Executive Services, and Ron Weigelt, Labor Negotiator, Department of Executive
Services, answered questions from the members.
A motion was made by Ms. Hague that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Proposed Ordinance No. 2002-0226 Mr. Constantine and Mr. Pullen
AN ORDINANCE approving and adopting the collective bargaining agreement negotiated
by and between King County and International Association of Fire Fighters, Local 2595
(Paramedics, Emergency Medical Services) representing employees in the department of
public health; and establishing the effective date of said agreement.
Mike Alvine, Council Staff, briefed the committee. Jim Johnson, Labor Negotiator, Department of
Executive Services, answered questions from the members.
A motion was made by Ms. Hague that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

AN ORDINANCE approving and adopting the collective bargaining agreement and two
memoranda of understanding negotiated by and between King County and Service
Employees International Union, Public Safety Employees, Local 519 (Non-Commissioned)
representing employees in the department of adult and juvenile detention, department of
community and human services, department of public health, and the King County sheriff's
office; and establishing the effective date of said agreement.
Mike Alvine, Council Staff, briefed the committee on item numbers 8 and 9 together. Deborah
Bellam, Labor Negotiator, Department of Executive Services, and Dustin Frederick, Business
Manager, SEIU, Local 19, answered questions from the members.
A motion was made by Ms. Hague that this matter be Recommended Do Pass. The motion
carried by the following vote:

Yes: 4 - Mr. Constantine, Mr. Pullen, Mr. Gossett and Ms. Hague
No: 0
