Reports on Special and Outside Committees

Mr. McKenna reported on the Eastside Transportation Partnership. The ETP includes all of the
cities in east King County as well as King County government and representatives of state
government. The ETP has been working with the RTID to compile a list of top priority projects in
east King County that could be funded by the RTID, and reviewed the status of the Regional
Transportation Investment District. Mr. McKenna indicated that another special meeting of the ETP
to continue this review will be held this week and the RTID Executive Board will be meeting April 29
in Snohomish County to vote on the draft plan. He also indicated other meetings involving several
councilmembers are taking place to put together a package to submit to the RTID Executive Board
as part of the overall package which will be voted on April 29.

Ms. Edmonds briefed the Council on the Board of Health. In partnership with the University of
Washington, the Board of Health will conduct an obesity forum in June for a half day, trying to bring
public attention to this health crisis, which is nationwide. The Board will be exploring strategic
actions based on the best evidence for tracking this issue and is engaging partners in the school
districts, food industry, nutritionists, health care providers and other stakeholders. Dr. Plough,
Director, Department of Public Health, reported on the recent measles outbreak. The Department of
Health is quickly identifying the cases and is doing an investigation into the outbreaks to contain the
disease. The Board passed an update to the rules regulating rabies in King County and had a report
from the Institute of Medicine on the future of public health in the 21st century, given by Patricia
Wahl, Ph.D., Dean, School of Public Health and Community Medicine, University of Washington.
The Board also had a report from Active Seattle, a partnership between the Department of Health
and the city of Seattle and discussed strategies to encourage people to walk more, and in particular
using stairwells. Ms. Edmonds also commented on a proviso response from last year's budget
regarding the concern for drinking water and on-site sewage programs.
