	Call to Order
		The Budget and Fiscal Management Committee was called to order by Chair Larry Gossett at 9:41 a.m.

	Roll Call
		Present: Mr. Gossett, Mr. Constantine, Mr. Irons, Ms. Edmonds, Ms. Hague, Ms. Patterson, Mr. Ferguson and Mr. von Reichbauer Excused: Mr. McKenna

	Approval of Minutes
1.

		The Minutes of September 29, November 18 and 19, 2004 were approved as presented.
	Discussion and Possible Action

	2.
		Proposed Ordinance No. 2004-0515	Mr. Gossett

		AN ORDINANCE making an appropriation of $529,084 from various current expense agencies; making a total disappropriation of $172,815 from various non-current expense agencies for a total appropriation of $356,209 for correction of errors, and to meet the appropriate level of appropriation authority; and amending the 2004 Budget Ordinance, Ordinance 14797, Sections 25, 28, 35, 38, 44, 62, 65, 74, 75, 80, 81, 86, 94, 95, 96, 99, 101, 103 and 109, as amended.
		Marilyn Cope, Council Staff, briefed the committee and answered questions on Proposed Ordinance 2004-0515. Motions were made by Mr. Irons to pass the striking and title amendments. The motions passed 4-0, with Mr. McKenna, Mr. von Reichbauer, Ms. Hague, Ms. Patterson and Ms. Edmonds excused.
		This matter was Amended.
		A motion was made by Mr. Irons that this matter be Recommended Do Pass Substitute Consent. The motion carried by the following vote:
	Votes:
		Yes: 7 - Mr. Gossett, Mr. Constantine, Mr. Irons, Ms. Edmonds, Ms. Hague, Ms. Patterson and Mr. Ferguson No: 0 Excused: 2 - Mr. McKenna and Mr. von Reichbauer

		Proposed Ordinance No. 2004-0516	Mr. Gossett

		AN ORDINANCE making a supplemental appropriation of $1,032,646 to various operating and capital funds to cover fund transfers and provide the appropriate level of appropriation authority and provide for the correction of errors; and amending the 2004 Budget Ordinance, Ordinance 14797, Sections 41 and 122, as amended, and Attachment B, as amended.
		Marilyn Cope, Council Staff, briefed the committee and answered questions on Proposed Ordinance 2004-0516. Motions were made by Mr. Irons to pass the striking and title amendments. The motions passed 4-0 with Mr. McKenna, Mr. von Reichbauer, Ms. Hague, Ms. Patterson and Ms. Edmonds excused.
		This matter was Amended.
		A motion was made by Mr. Irons that this matter be Recommended Do Pass Substitute Consent. The motion carried by the following vote:

	Proposed Ordinance No. 2004-0530	Mr. Irons and Mr. Gossett

	AN ORDINANCE authorizing the King County executive to enter into an exchange of one county-owned, undeveloped parcel for one privately owned, undeveloped parcel, and the granting of eight easements by King County associated with those parcels within council district 12.
	Monica Clarke, Council Staff, briefed the committee and answered questions on Proposed Ordinance 2004-0530. Roy Dees, Managing Member, C & R Investors, briefed the committee and answered questions. The following person spoke: 1) Bob Johns, Attorney, C & R Investors, 1500 114th S.E. Bellevue, WA 98004 Harold McNelly, Property Supervisor, Real Estate Services Section, Facilities Management Division, Department of Executive Services, answered questions of the members. A motion was made by Mr. Irons to pass the striking amendment. The motion passed 6-0 with Mr. McKenna, Mr. von Reichbauer and Ms. Patterson excused.
	This matter was Amended.
	A motion was made by Mr. Irons that this matter be Recommended Do Pass Substitute. The motion carried by the following vote:

	Yes: 7 - Mr. Gossett, Mr. Constantine, Mr. Irons, Ms. Edmonds, Ms. Hague, Ms. Patterson and Mr. Ferguson No: 0 Excused: 2 - Mr. McKenna and Mr. von Reichbauer

	Proposed Ordinance No. 2004-0542	Mr. Gossett

	AN ORDINANCE making an appropriation of $567,634 from the current expense fund to the department of assessments; and amending the 2004 Budget Ordinance, Ordinance 14797, Section 36, as amended.
	William Nogle, Council Staff, briefed the committee and answered questions on Proposed Ordinance 2004-0542. Scott Noble, Assessor, Department of Assessments; Steve Call, Director, Office of Management and Budget, Executive Office and Rich Medved, Deputy County Assessor, Department of Assessments, answered questions of the members.
	Deferred

Other Business
	There was no further business to come before the committee.

Adjournment
	The meeting was adjourned at 11:26 a.m.
