Call to Order
The meeting was called to order at 9:44 a.m.

Approval of Minutes

The minutes of the July 13, 2004 and July 27, 2004 meetings were approved as presented.
Discussion and Possible Action

Proposed Ordinance No. 2004-0357 Ms. Patterson and Mr. Phillips
AN ORDINANCE approving and adopting the collective bargaining agreement (wage and
wage related items only) negotiated by and between King County and Washington State
Council of County and City Employees, Local 1652Z (The Family Court Social Worker)
representing employees in the king county superior court; and establishing the effective
date of said agreement.
David Randall, Council Staff, briefed the committee. Elena Selkie, Family Court Social Worker and
President, Local 1652-Z (family court social workers in Superior Court), Diana Prengruber, Family
Court Social Worker and Staff Representative, and Alex Golan, Labor Negotiator, Labor Relations,
Department of Executive Services (DES), answered questions from the members.
A motion was made by Mr. Irons that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Proposed Ordinance No. 2004-0387 Ms. Patterson and Mr. Phillips
AN ORDINANCE approving and adopting the collective bargaining agreement negotiated
by and between King County and the Animal Control Officers Guild, representing
employees in the department of executive services; and establishing the effective date of
said agreement.
David Randall, Council Staff, briefed the committee. Claudia Balducci, Labor Negotiator, Labor
Relations, DES, John Diehl, Animal Control Officers Guild Negotiator, Mike Cronin, President,
Animal Control Officer and Animal Control Officers Guild, offered comments and answered
questions from the members.
A motion was made by Ms. Hague that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Proposed Ordinance No. 2004-0386 Ms. Patterson and Mr. Phillips
AN ORDINANCE approving and adopting the collective bargaining agreement negotiated
by and between King County and the Technical Employees Association (Wastewater
Treatment Division - Staff and Supervisors) representing employees in the department of
natural resources and parks; and establishing the effective date of said agreement.
Mike Alvine, Council Staff, briefed the committee. Kenneth Madden, President, Technical Employees
Association (TEA), offered comments and answered questions regarding work of the members of
TEA. Don Theiler, Manager, WTC, and Nancy Buonanno Grennan, Manager, Labor Relations,
DES, answered questions from members.

A motion was made by Ms. Hague that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Mike Alvine, Council Staff, briefed the committee on Items 5 and 6 together. Adrienne Thompson,
Labor Representative, IFPTE, Local 17, Nancy Wilson, Supervisor, Transit Operations, John Mercel,
Supervisor, Vehicle Maintenance, and Tom Randall, Chief of Customer Services, Metro Transit,
answered questions from the members regarding job descriptions within the bargaining unit. David
Levin, Labor Negotiator, Labor Relations, DES, answered questions from the members.

Proposed Ordinance No. 2004-0398 Ms. Patterson and Mr. Phillips
AN ORDINANCE approving and adopting the collective bargaining agreement negotiated
by and between King County and International Federation of Professional & Technical
Engineers, Local 17 (Transit Supervisors - Department of Transportation, Metro Transit
Division) representing employees in the department of transportation; and establishing the
effective date of said agreement.
A motion was made by Ms. Hague that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Yes: 5 - Ms. Patterson, Ms. Hague, Mr. Constantine, Mr. Irons and Mr. Pelz
No: 0

Proposed Ordinance No. 2004-0399 Ms. Patterson and Mr. Phillips
AN ORDINANCE approving and adopting the collective bargaining agreement negotiated
by and between King County and International Federation of Professional & Technical
Engineers, Local 17 (Transit Chiefs - Department of Transportation, Metro Transit
Division) representing employees in the department of transportation; and establishing the
effective date of said agreement.
A motion was made by Ms. Hague that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Other Business
The members received a copy of the letter dated June 30, 2004 and report listing litigation involving
represented employee, from Norm Maleng, King County Prosecuting Attorney.

The meeting was adjourned at 10:51 a.m.
