Approval of Minutes of June 9, 2003

Mr. von Reichbauer moved to approve the minutes of the June 9, 2003 meeting without reading.

Reports on Special and Outside Committees

Mr. McKenna reported on the Regional Transportation Investment District Executive Board meeting.
The Board adopted a draft work plan and schedule for next year. It also had presentations on the
results of the 2003 legislative session and updated project lists regarding funding and staffing.

Mr. Irons reported on the Eastside Transportation Partnership meeting, indicating that the Puget
Sound Regional Council organized a discussion on the monitoring of transportation financing in the
Puget Sound Region. The members also discussed the results of the 2003 legislative session and its
affects on the Regional Transportation Investment District and the Eastside Transportation
Partnership. The members also heard a favorable report from the subcommittee on Sound Transit.

Mr. Irons briefed the Council on the Cedar River Habitat Conservation Plan Oversight Committee.
The members reviewed the result of the first two years of the plan and visited several sites in the
Cedar River Watershed where the plan has been implemented. The committee also received an
update on the future direction of the watershed management plan.

Mr. Phillips reported on the West Point Citizens Advisory Committee meeting. The committee had its
final meeting with the Superintendent of Parks and an agreement was reached on the draft
Memorandum of Agreement for Discovery Park. Mr. Phillips commended the citizens, the City of
Seattle and the Parks Department for their hard work.

Mr. Phillips briefed the Council on the WRIA 8 Forum. The members reviewed and accepted the
draft 2004 work program and set the budget. The members also looked at the King Conservation
District projects and potential funding for those projects within WRIA 8.

Ms. Patterson briefed the Council on the Sound Transit Board meeting indicating two construction
bids came in significantly under the original cost estimate. The first contract includes construction
of at grade and elevated light rail tracks from Royal Brougham Way to Airport Way. The second
contract involves building the link operation and maintenance facility and the train storage yard.

Ms. Patterson reported on the South County Area Transportation Board meeting. Puget Sound
Regional Council gave a report to the Board regarding monitoring transportation finance and public
revenue and expenditures for transportation. Ms. Patterson reported on the Regional Transportation
Investment District. The members discussed the possible affects of the 2003 Legislative Session on
RTID and had a report on concurrency.

Mr. Gossett congratulated the Muckleshoot Indian Tribal Council on the opening of the new White
River Amphitheater.

Ms. Lambert recognized the opening of the Marymoor Park Amphitheater and thanked King County
Parks staff for all their hard work.

Ms. Hague moved to adopt the DDES finding of fact that the final plat of Diamond Ridge Estates
Division 2 (Alteration #1) complies with the conditions of preliminary plat approval and other
applicable laws, and that the Chair is authorized to signify Council approval by signing the final plat
at the end of the meeting. Seeing no objection, the Chair so ordered.
