Call to Order
The meeting was called to order at 3:11 p.m.

Springer, Mr. Putter, Mr. Lewis, Ms. Keolker-Wheeler, Ms. Ives and Mr. Wise
Excused: Ms. Hague and Mr. Steinbrueck
 
Approval of Minutes

The minutes of the March 3, 2004 meeting were approved as presented.
2. Chair's Report
There was no report from the Chair.
3. Public Comment
The following person appeared before the committee to offer public comment:

Proposed Ordinance No. 2004-0184 Mr. Ferguson
AN ORDINANCE establishing the 2004 work program for the regional policy committee
of the King County council.
Beth Mountsier, Committee Staff, briefed the committee and answered questions from the members.
Mr. Putter moved Proposed Ordinance 2004-0184. Mr. Putter then moved an amendment to
Attachment A, deleting the text from the priority issues for 2004. The amendment passed
unanimously with Councilmembers Hague and Steinbrueck excused. Mayors Wise and Ives,
alternates to the committee, were present but not voting.
This matter was Amended.
A motion was made by Mr. Putter that this matter be Recommended Do Pass Substitute. The
motion carried by the following vote:

Yes: 10 - Mr. Ferguson, Ms. Edmonds, Mr. Irons, Ms. Lambert, Ms. Patterson, Ms. Drago, Mr.
Springer, Mr. Putter, Mr. Lewis and Ms. Keolker-Wheeler

Report on 2004 State Legislative Session Actions pertaining to Health and Human Services
and other Regional Policy Committee Priority Issues
Beth Mountsier, Committee Staff, introduced the briefing subject. Tom Bristow, King County
Council Government Relations Associate, briefed the committee and answered questions from the
members.
This matter was Presented.

Briefing No. 2004-B0060
Discussion of Health and Human Services Work Plan: Task 3 and the Task Force on
Regional Human Services
Beth Mountsier, Committee Staff, introduced the briefing topic. Reverend Carol Kirkpatrick,
Vice-Chair of the Task Force on Regional Human Services and Joan Enticknap, Task Force member,
briefed the committee and answered questions on the Task Force goals.

This matter was Presented.

Proposed Ordinance No. 2004-0125 Mr. Ferguson and Ms. Edmonds
AN ORDINANCE relating to the timing for planning for waste export and annually
reporting the solid waste division's progress toward objectives identified in the
comprehensive solid waste management plan; amending Ordinance 14326, Section 14, and
Ordinance 7737, Section 2, as amended, and K.C.C.10.24.020.
Beth Mountsier, Committee Staff, briefed the committee and answered questions from the members
on Proposed Ordinance 2004-0125.Theresa Jennings, Solid Waste Director, Elissa Benson, Senior
Policy and Legislative Analyst, DNRP and Mark Buscher, Program Analyst, SWD, briefed the
committee and answered question from the members during a Powerpoint presentation (copy on file
in RPC Legislative file 2004-0125).
