Chair Phillips called the meeting to order at 9:51 a.m.

Approval of Minutes

The Minutes of December 5, 2003 were approved as presented.
Discussion and Possible Action

Proposed Ordinance No. 2003-0524 Ms. Hague
AN ORDINANCE making an appropriation of $988,628 from the Ridgway reserve in the
current expense fund to the sheriff to meet unanticipated needs associated with the
overtime costs for the Green River Homicides Investigation; and amending the 2003
Budget Ordinance, Ordinance 14517, Section 17, as amended.
Carrie Cihak, Council Staff, briefed the committee and answered questions on Proposed Ordinance
2003-0524.

Captain Graddon, King County Sheriff's Office, provided additional comments and answered
questions of the members. Bill Wilson, Chief Financial Officer, King County Sheriff's Office,
answered questions of the members.

The meeting was recessed by the Chair until 11:55 a.m.
The meeting was reconvened by the Chair at 12:04 p.m.

The Chair, seeing no objections, deferred action on this item.

Proposed Ordinance No. 2003-0506 Mr. Constantine
AN ORDINANCE relating to funding code enforcement costs from the abatement fund;
and amending Ordinance 13263, Section 33, as amended, and K.C.C. 23.24.140 and
Ordinance 14526, Section 5.
William Nogle, Council Staff, briefed the committee and answered questions on Proposed Ordinance
2003-0506.

Motions were made by Mr. von Reichbauer to pass Amendment #1 and a Title Amendment. The
motions passed.
This matter was Amended.
A motion was made by Mr. von Reichbauer that this matter be Recommended Do Pass
Substitute. The motion carried by the following vote:

AN ORDINANCE making a supplemental appropriation of $70,211 from the current
expense fund to adult and juvenile detention; to implement the Washington State Council
of County and City Employees, Council 2, Local 21-AD collective bargaining agreement
for the fiscal year ending December 31, 2003; and amending the 2003 Budget Ordinance,
Ordinance 14517, Sections 40 and 35, as amended.

A motion was made by Mr. Gossett that this matter be Recommended Do Pass. The motion

AN ORDINANCE relating to the 2004 King County 10 Step Hourly Squared Schedule,
2004 King County 10 Step Annual/FLSA Exempt Squared Schedule, 2004 King County
Standardized Hourly Salary Schedule, 2004 King County Standardized Annual/FLSA
Exempt Salary Schedule and the 2004 King County Metro Non-Represented Salary
Schedule and the annual cost-of-living increase for non-represented King County
employees as stipulated in K.C.C. 3.12.130 and 3.12.140.

AN ORDINANCE relating to the 2003 levy of property taxes in King County for collection
in the year 2004; and amending Ordinance XXXXX.

2003-0520.
A motion was made by Mr. von Reichbauer that this matter be Passed Out of Committee
Without a Recommendation. The motion carried by the following vote:

Proposed Ordinance No. 2003-0396 Mr. Phillips
AN ORDINANCE providing for the issuance and sale of limited tax general obligation
bonds of the county in the aggregate principal amount of not to exceed $115,000,000 for
the purposes of refunding certain outstanding limited tax general obligation bonds issued by
the county to finance construction of a major league baseball stadium and related parking
facilities; providing for the form, terms, covenants and other provisions of said refunding
bonds; authorizing a plan of refunding and the appointment of an escrow agent to
accomplish such plan of refunding; providing for the sale of the bonds and the disposition
of the proceeds of sale; establishing funds for the receipt and expenditure of bond proceeds
and for the payment of the bonds; providing for the annual levy of taxes to pay the principal
thereof and interest thereon; and pledging certain taxes and revenues as additional security
for the bonds.

Limited Tax General Obligation (Baseball Stadium) Refunding Bonds, 2003 Series A in the
aggregate principal amount of $_________ and Taxable Limited Tax General Obligation
(Stadium Parking Facilities) Refunding Bonds, 2003 Series B in the aggregate principal
amount of $_________, and establishing certain terms of such bonds and a plan of
refunding; all in accordance with Ordinance _____.
