The meeting was called to order at 9:28 a.m.

The minutes of the March 9, 2004 meeting were approved.

Briefing No. 2004-B0054
City-County Records Storage Operations Partnering Opportunities
Ron Perry, Principal Management Auditor, Bert Golla, Senior Financial Auditor, and David
Reynolds, Management Auditor, briefed the committee and answered questions from the members
during a powerpoint presentation. Tony Adams, Manager, Archives, Records Management & Mail
Services, answered questions from the members.
This matter was Presented.

Briefing No. 2004-B0038
King County Labor Force Profile and Labor Policies
Mike Alvine, Council Staff, briefed the committee and answered questions during a powerpoint
presentation. Anita Whitfield, Human Resources Division Manager, answered questions from the
members.
This matter was Presented.

Discussion and Possible Action

Proposed Ordinance No. 2004-0119 Ms. Patterson
AN ORDINANCE approving and adopting the collective bargaining agreement negotiated
by and between King County and International Federation of Professional & Technical
Engineers, Local 17 (Information Technology), representing employees in the department
of executive services (information and telecommunications division; records, elections and
licensing services division; finance and business operations division; facilities management
division; and office of emergency management); department of community and human
services; department of adult and juvenile detention; department of development and
environmental services; department of judicial administration; and department of natural
resources and parks; and establishing the effective date of said agreement.
David Randall, Council Staff, briefed the committee and answered questions from the members.
Margaret Cary, Union Representative, IFPTE 17, Gary McCaig, Senior Analyst, Web and
Distributed Applications, Information and Telecommunications Services Division, David Levin,
Labor Negotiator, Labor Relations, and Kerry Schaefer, Manager, Compensations and Benefits,
answered questions from the members.
A motion was made by Ms. Hague that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:
Votes:
Yes: 4 - Ms. Patterson, Ms. Hague, Mr. Constantine and Mr. Irons
No: 0
Excused: 1 - Mr. Pelz
 
5.
Proposed Ordinance No. 2004-0144 Ms. Patterson
AN ORDINANCE establishing the date for an election on the question of decreasing the
number of commissioners serving King County fire protection district no. 24.
David Randall, Council Staff, briefed the committee.
A motion was made by Ms. Hague that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Yes: 4 - Ms. Patterson, Ms. Hague, Mr. Constantine and Mr. Irons
No: 0
Excused: 1 - Mr. Pelz
