A MOTION acknowledging receipt of the Harbor Island Studio Assessment Report required by the  
2026-2027 Biennial Budget Ordinance, Ordinance 20023, Section 20, Proviso P1.  
A motion was made by Councilmember Barón that this Motion be  
Recommended Do Pass Substitute Consent. The motion carried by the  
following vote:

Initiatives, Office of the Executive, also addressed the committee and answered  
questions from the members.

AN ORDINANCE relating to solid waste fees charged at recycling and transfer facilities, at the Cedar  
Hills regional landfill; amending Ordinance 12564, Section 2, as amended, and K.C.C.10.12.021 and  
establishing an effective date.  
This matter was Deferred  
Terra Rose, Council staff, briefed the committee and answered questions from the  
members. Rebecca Singer, Director, Solid Waste Division (SWD), DNRP, and David  
Pierce, Enterprise Service Section Manager, SWD, DNRP, also addressed the  
committee and answered questions from the members.

AN ORDINANCE authorizing the execution of a new lease to support the operation of department of  
public health.  
A motion was made by Councilmember Barón that this Ordinance be

AN ORDINANCE that adopts the Harborview Medical Center 2027 Capital Improvement Program Annual  
Budget for the year ending June 30, 2027, and makes appropriations for the capital improvements for the  
Harborview Medical Center.  
A motion was made by Councilmember Mosqueda that this Ordinance be  
Recommended Do Pass Consent. The motion carried by the following vote:

328th Street and Military Road South, Federal Way, Washington, in council district seven.
