20, 2025 meetings. Seeing no objections, the minutes were approved.

A MOTION approving the extension of the executive's appointment of Stephen Heard as acting director of  
the King County department of information technology.  
This matter was expedited to the August 19, 2025 Council agenda.  
A motion was made by Councilmember Perry that this Motion be  
Recommended Do Pass Consent. The motion carried by the following vote:

A MOTION confirming the executive's appointment of David Grossman, who resides in council district  
two, to the Harborview Medical Center board of trustees, as a council at-large representative.  
Sam Porter, Council staff, briefed the committee. Steffanie Fain, President,  
Harborview Board of Trustees, provided comments. Dr. David Grossman, appointee to  
the Harborview Board of Trustees, provided comments on his background and interest  
in serving on the board, and answered questions from the members.  
This matter was expedited to the August 19, 2025 Council agenda.  
A motion was made by Councilmember Zahilay that this Motion be

Legislative Director, SEIU 1199, and Brian Edwards, President, WFSE 3488, provided  
comments and answered questions from the members.  
The Chair recessed the meeting at 10:14 a.m. The meeting was reconvened at 10:17

Steffanie Fain, President, Harborview Board of Trustees, provided comments and  
answered questions from the members. Sommer Kleweno Walley, Chief Executive  
Officer, Harborview Medical Center, briefed the committee via a PowerPoint  
presentation and answered questions from the members. Anthony Wright, Director,  
Harborview Construction and Infrastructure, King County Executive's Office, briefed the  
committee via a PowerPoint presentation and answered questions from the members.
