Mr. Phillips
A MOTION confirming the executive's appointment of Delores Sibonga, who resides in 
council district four, to the King County board of appeals and equalization.
David Randall, Council Staff, briefed the committee.  Delores Sibonga, appointee to the King County 
Board of Appeals, answered questions from the members.
A motion was made by Mr. Constantine that this matter be Recommended Do Pass Consent.  
The motion carried by the following vote:

Proposed Ordinance No. 2005-0100
Ms. Hague and Mr. Phillips
AN ORDINANCE approving and adopting the collective bargaining agreement negotiated 
by and between King County and Uniformed Command Association (Corrections Jail 
Captains), representing employees in the department of adult and juvenile detention; and 
establishing the effective date of said agreement.
Mike Alvine, Council Staff, briefed the committee.  Captain Troy Bacon, Department of Adult and 
Juvenile Detention, briefed the committee and answered questions from the members on the duties 
and responsibilities of Corrections Jail Captains.  Claudia  Balducci, Labor Negotiator, Labor 
Relations, DES, answered questions from the members on the labor agreement.
A motion was made by Ms. Patterson that this matter be Recommended Do Pass.  The motion 
carried by the following vote:

6, as amended, and K.C.C. 6.64.025, Ordinance 10498, Section 15, and K.C.C. 6.64.350, 
Ordinance 10498, Section 22, and K.C.C. 6.64.420, Ordinance 10498, Section 24, and 
K.C.C. 6.64.440, Ordinance 10498, Section 31, and K.C.C. 6.64.540, Ordinance 10498, 
Section 34, and K.C.C. 6.64.570, Ordinance 10498, Section 35, and K.C.C. 6.64.580, 
Ordinance 10498, Sections 47 through 60, and K.C.C. 6.64.660, Ordinance 10498, Sections

Arthur Thornbury, Council Staff, briefed the committee and answered questions from the members on 
the design, benefits, need for, and history of the wheelchair accessible taxicab pilot demonstration 
project.  Diana Toledo, Enforcement Coordinator, Licensing Services Section, answered questions 
from the members.
