finance public health, safety and seismic improvements to Harborview Medical Center, and to pay  
the costs of issuing the bonds, as authorized by county ordinance and approved by the qualified  
electors of the county at an election held on November 3, 2020; authorizing the issuance and sale of  
one or more series of unlimited tax general obligation refunding bonds to refund outstanding  
unlimited tax general obligations of the county, and to pay the costs of issuing the bonds; providing  
for the disposition of the proceeds of the sale of the bonds; establishing funds for the receipt and
