Call to Order
Chair Sullivan called the meeting to order at 9:40 a.m.

Present: Ms. Sullivan, Mr. von Reichbauer, Ms. Edmonds, Ms. Lambert, Mr. Phillips, Mr. Pelz, Mr.
McKenna, Mr. Constantine, Mr. Gossett, Ms. Hague, Mr. Irons and Ms. Patterson

1. Additions to the Council Agenda of December 9, 2002
Proposed Motion No. 2002-0604, establishing the statement of policy positions for the 2003 state
legislative agenda for King County, was placed on the December 9, 2002 Metropolitan King County
Council agenda for introduction and referral to the Committee-of-the-Whole.

Proposed Ordinance No. 2002-0605, relating to the organization of the executive branch; designating
as key subordinate units the elections section and the records, election and licensing division of the
department of executive services, and amending K.C.C. 2.16.100, was placed on the December 9, 2002
Metropolitan King County Council agenda for introduction and referral to the
Committee-of-the-Whole.

 
2. Approval of Minutes of December 2, 2002
Councilmember Pete von Reichbauer moved the meeting minutes of December 2, 2002. The minutes
were approved as presented.

 
Recognition

3. Honoring H. Martin Smith and his family for their long history of community service to King
County.
Councilmember von Reichbauer presented a recognition to H. Martin Smith and his family for their
long history of community service to King County. Sally Struzyna accepted the recognition and
thanked the committee on behalf of her father and family. Also in attendance were sons Greg Smith,
Brian Smith, and Mickey Smith, and grandson, Hans Smith.

A MOTION making an appointment to fill the vacancy in the 11th legislative district of the
Washington state house of representatives.
Scott White, Council Staff, briefed the committee on Proposed Motion 2002-0582. Greg Rodriguez,
Chair, King County Democrats Central Committee, introduced Zach Hudgins. Mr. Hudgins was
interviewed by the committee.
 
A motion was made by Mr. Gossett, seconded by Mr. von Reichbauer, that this matter be
Recommended Do Pass. The motion carried by the following vote:
Votes: Yes: 10 - Ms. Sullivan, Mr. von Reichbauer, Ms. Edmonds, Ms. Lambert, Mr. Pelz, Mr. McKenna, Mr.
Constantine, Mr. Gossett, Mr. Irons and Ms. Patterson
No: 0
Excused: 3 - Mr. Phillips, Mr. Pullen and Ms. Hague

 
Briefing

 
Briefing No. 2002-B0172

A briefing on the operations of the King County Elections Office and the distribution of
absentee ballots for the November 2002 general election.
Bob Roegner, Manager, King County Records, Elections, and Licensing Service Division, briefed the
committee and responded to members' questions on the operations of the King County Election Office
and the distribution of absentee ballots for the November 2002 general election.

Chair Sullivan called for two actions by the Council:
(1) An ordinance that would require Council approval of the manager and superintendent of
Elections; and,
(2) for Councilmember Dow Constantine, Chair of the Labor, Operations and Technology
Committee, to establish a task force to work in tandem with Mr. Reogner's stake holder group to make
recommendations back to the Council on procedural and process changes, reorganization, and any
funding or personnel changes that are necessary.
