The meeting was called to order at 3:09 p.m.

Approval of Minutes
1.
The minutes of the May 5, 2004 meeting of the Regional Policy Committee were approved as
presented.
2. Chair's Report
Two letters from the RPC members to members of the Washington State Congressional Delegation
were distributed for signature. The first letter expressed concern with the Department of Housing
and Urban Development's interpretation of the renewal formula language in the FY 2004 Omnibus
Appropriations bill for the Housing Choice Voucher Program. The second letter requested support
for the proposal to restore the deduction of state sales taxes in lieu of state and local income taxes in
determining federal income taxes for Washington state residents.

No one appeared before the committee to offer public comment.

Proposed Ordinance No. 2004-0125 Mr. Ferguson and Ms. Edmonds
AN ORDINANCE relating to the timing for planning for waste export and annually
reporting the solid waste division's progress toward objectives identified in the
comprehensive solid waste management plan; amending Ordinance 14326, Section 14, and
Ordinance 7737, Section 2, as amended, and K.C.C.10.24.020.
Beth Mountsier, Committee Staff, briefed the committee. The Regional Policy Committee (RPC)
anticipates reviewing revisions to the ordinance at the July 7, 2004 RPC meeting.

Briefing No. 2004-B0115
Status Report on Health and Human Services
-Task Force on Regional Human Services
- Implementation of 2004 Regional Policy Committee Health and Human Services
Work Plan
Beth Mountsier, Committee Staff, briefed the committee on the Task Force on Regional Human
Services retreat and workplan. Councilmember Patterson requested that staff get information on
human services available in the community from a World Vision study that has been completed.

Briefing No. 2004-B0116
Status Report on On-Going Criminal Justice Initiatives
Clif Curry, Council Staff, briefed the committee and answered questions from the members on
criminal justice initiatives during a Powerpoint presentation (copy on file in Council Briefing File
No. 2004-B0116). Judge Corinna Harn, Presiding Judge, District Court, commented on District
Court Operational Master Plan.

Briefing No. 2004-B0117
Status Report on Regional Disaster Planning
Beth Mountsier, Committee Staff, introduced the briefing topic. Laurel Nelson, Regional Planning
Project Manager, Office of Emergency Management (OEM), and Eric Holdeman, Manager, OEM,
briefed the committee and answered questions from the members during a Powerpoint presentation
(copy on file in Council Briefing File No. 2004-B0117).
This matter was Presented.
