Call to Order
The meeting of the Natural Resources and Utilities Committee was called to order at 1:33 P.M. by
Chair Edmonds.

Proposed Ordinance No. 2004-0007 Ms. Patterson
AN ORDINANCE relating to the annexation of approximately 11.4 acres of land into the
Midway Sewer District for the purpose of providing sanitary sewer service.
Peggy Dorothy, Council Staff, briefed the Committee on Proposed Ordinance 2004-0007. Bruce
Bennett, Chair, Utilities Technical Review Committee was present to brief and answer questions from
the Committee.
A motion was made by Mr. Ferguson that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Yes: 3 - Ms. Edmonds, Ms. Hague and Mr. Ferguson
No: 0
Excused: 2 - Mr. Constantine and Mr. von Reichbauer

Proposed Ordinance No. 2004-0008 Mr. Irons
AN ORDINANCE relating to the addition of approximately 24.13 acres to Soos Creek
Water and Sewer District for the purpose of providing sewer service for future
development.
Peggy Dorothy, Council Staff, briefed the Committee on Proposed Ordinance 2004-0008. Bruce
Bennett, Chair, Utilities Technical Review Committee was present to brief and answer questions from
the Committee.
A motion was made by Mr. Ferguson that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Proposed Ordinance No. 2004-0009 Mr. Irons
AN ORDINANCE relating to the addition of approximately 83.85 acres to Soos Creek
Water and Sewer District for the purpose of providing sewer service for future
development.

Bennett, Chair, Utilities Technical Review Committee was present to brief and answer questions from
the Committee.
A motion was made by Mr. Ferguson that this matter be Recommended Do Pass Consent. The

Ronald Wastewater District for the purpose of providing sanitary sewer service.

the Committee.

Proposed Ordinance No. 2003-0513 Ms. Edmonds, Mr. von Reichbauer and
Mr. Phillips
AN ORDINANCE authorizing the King County executive to execute an intergovernmental
land transfer agreement for the conveyance of certain open space properties to the city of
Federal Way.
Mike Reed, Council Staff, briefed the Committee on Proposed Ordinance 2003-0513. Faith Roland,
Acquisition Supervisor, King County Department of Natural Resources and Parks and Jennifer
Schroder, Director, Federal Way Parks were present to brief and answer questions from the
Committee.

Proposed Ordinance No. 2004-0068 Mr. Phillips and Ms. Edmonds
AN ORDINANCE authorizing the executive to enter into amendments to interlocal
agreements with the cities of Auburn, Bellevue, Federal Way, Issaquah, Kent, North Bend
and Seattle for the disbursement of conservation futures tax levy funds allocated under
Ordinance 14797.

Acquisition Supervisor, King County Department of Natural Resources and Parks was present to
brief and answer questions from the Committee.

AN ORDINANCE authorizing the executive to enter into an interlocal cooperation
agreement for open space acquisition projects with the city of Kenmore, for the Swamp
Creek Floodplain acquisition project authorized by Ordinance 14409.
Mike Reed, Council Staff, briefed the Committee on Proposed Ordinance 2004-0098. Ted Carlson,
Kenmore Public Works Superintendent was present to brief and answer questions from the
Committee.
A motion was made by Ms. Hague that this matter be Recommended Do Pass Consent. The
