Call to Order
The Metropolitan King County Council's Committee-of-the-Whole meeting was called to order at 9:40
a.m. by Madam Chair Sullivan.

 
Roll Call
Present: Ms. Sullivan, Mr. von Reichbauer, Ms. Lambert, Mr. Pelz, Mr. McKenna, Mr. Constantine,
Mr. Gossett, Mr. Irons and Ms. Patterson
Excused: Ms. Edmonds, Mr. Phillips, Mr. Pullen and Ms. Hague

 
1. Approval of Minutes of March 10, 2003
Deferred

 
2. Additions to the Council's agenda of March 17, 2003
Proposed Motion 2003-0138 was placed on the Metropolitan King County Council's agenda for
introduction and action.

 
Special Recognitions

3. Honoring King County METRO for delivering outstanding transportation services to the citizens
of King County and the region for thirty years.
Councilmember Pelz read and presented the special recognition honoring King County METRO for
delivering outstanding transportation services to the citizens of King County and the region for thirty
years.

Rick Walsh, General Manager of METRO Transit, accepted the special recognition and thanked the
Committee.

4. Honoring the Mt. Rainier High School students who placed second runner-up in the "We The
People" competition for the state of Washington.
Councilmembers Patterson and von Reichbauer read and presented the special recognition honoring
the Mt. Rainier High School students who placed second runner-up in the "We The People"
competition for the state of Washington.

Tom Coraggio, Teacher and Toni Pace, Principle, accepted the special recognition and thanked the
Committee.

A MOTION confirming the executive's appointment of Arun Jhaveri to the King County
commission on governance.
Scott White, Council Staff, briefed the Committee.

Arun Jhaveri, Appointee, was present to answer questions from the Committee.

A motion was made by Madam Chair Cynthia Sullivan to insert Arun Jhaveri into the black spaces.
Seeing no objection the motion was passed as friendly.
 
A motion was made by Ms. Patterson that this matter be Recommended Do Pass Substitute. The
motion carried by the following vote:
Votes: Yes: 8 - Ms. Sullivan, Mr. von Reichbauer, Ms. Lambert, Mr. Pelz, Mr. Constantine, Mr. Gossett, Mr.
Irons and Ms. Patterson
No: 0

Briefing

A briefing on the current demand for human services in King County and the capacity for
providing such services.
Scott White, Council Staff, briefed the Committee.

Laura Wells, Chair, King County Alliance for Human Services, briefed and answered questions from
the Committee.

Joanne Donohue, Senior Services of King County, briefed the Committee regarding the services they
provide. Fudge Hayashi, Client at the South Seattle Senior Center, spoke regarding the programs she
uses (Health Enhancement Program, Lifetime Fitness Program, Diabetic Support Group, and the
Lunch Program at the South East Senior Center).

Patti Skelton, Executive Director of Youth Eastside Services, briefed the Committee regarding the
services they provide to the community. Amparo Teralta, Client and Maria Luna, Client, spoke
regarding the services they have received. Alejandra Calderon was the Interpreter.

Terri Kimball, Executive Director of DAWN, briefed the Committee regarding the services they
provide to the community. Lily, Survivor of domestic violence spoke regarding her experience with
domestic violence and how she got assistance with DAWN.

Tom Trompeter, Executive Director of Community Health Center of King County, briefed and
answered questions from the Committee regarding the services they provide to the community.
Shailesh Tatu, Client since 1991 and Boardmember since 1994, spoke regarding the services he has
received.

Nina Auerbach, Executive Director of Child Care Resources, briefed and answered questions from the
Committee regarding the services they provide to the community. Ms. Auerbach also read a letter
from one of her clients who was unable to attend.

Reverend Marvin Eckfeldt, Church Council of Greater Seattle, and Reverend Paul Benz, Director,
Lutheran Public Policy of Washington State, briefed and answered questions from the Committee
regarding services they provide to the community.
