Chair Phillips called the meeting to order at 9:43 a.m.

Approval of Minutes of May 10 and 22, 2002

The minutes of May 10 and 22, 2002 were approved as presented.
Discussion and Possible Action

Proposed Ordinance No. 2002-0191 Mr. Phillips
AN ORDINANCE making a supplemental appropriation of $5,804,544 from revenues to
the dislocated worker subfund of the youth employment programs fund for the dislocated
worker program for the fiscal year ending December 31, 2002; and amending the 2002
Budget Ordinance, Ordinance 14265, as amended.
Carrie Cihak, Council staff, briefed the committee on Proposed Ordinance 2002-0191.

A motion was made by Ms. Sullivan to pass Amendment A1. The motion passed.
This matter was Amended.
A motion was made by Ms. Sullivan that this matter be Recommended Do Pass Substitute
Consent. The motion carried by the following vote:

Proposed Ordinance No. 2002-0213 Mr. Phillips
AN ORDINANCE determining the monetary requirements for the disposal of sewage for
the fiscal year beginning January 1, 2003, and ending December 31, 2003, setting the sewer
rate for the fiscal year beginning January 1, 2003, and ending December 31, 2003, and
approving the amount of the sewage treatment capacity charge for 2003; and amending
Ordinance 14123, Section 1, as amended, and K.C.C. 4.90.010, and Ordinance 11398,
Section 1, as amended, and K.C.C. 28.84.055 and decodifying K.C.C. 4.90.011.
Tom Koney, Council staff, briefed the committee on Proposed Ordinance 2002-0213. Present to
brief the committee and answer questions from the Department of Natural Resources and Parks,
were Pam Bissonnette, Director and Tim Arantani, Manager, Finance and Administrative Services,
Wastewater Treatment Division.

A motion was made by Ms. Hague to pass amendment T1. The motion passed.
This matter was Amended.
A motion was made by Ms. Hague that this matter be Recommended Do Pass Substitute. The
motion carried by the following vote:

Integrated Security Project CIP Review

David Layton, Council staff, briefed the committee on the Integrated Security Project located at the
King County Corrections Facility. Also present to brief the committee and answer questions were
Pat Steel, Manager, Facilities Management Division, Department of Executive Services; Steve
Thompson, Director, Department of Adult and Juvenile Detention; Steve Call, Director, Budget
Office and Bob Williams, Department of Finance.

Status of Courthouse Seismic Project
David Layton, Council staff, briefed the committee on the Courthouse Seismic Retrofit Project. Also
present to brief the committee and answer questions were Pat Steel, Manager, Facilities
Management Division, Department of Executive Services; Lindy Gaylord and Bob Wicklein from the
Seneca Real Estate Group.
