The meeting was called to order at 1:47 p.m.

Approval of Minutes of July 26, 2004

Mr. von Reichbauer moved to approve the minutes of the July 26, 2004 meeting as presented. Seeing
no objection, the Chair so ordered.
 
Special Item
2.
Presentation of a Certificate of Recognition for FareStart and Its 12 Year History of Giving the
Homeless and Disadvantaged in Seattle a New Beginning Through its Culinary Training and
Job Placement Program
Mr. Phillips made comments concerning how homelessness and poverty affects the community, and
spoke about FareStart, an organization that has made a difference in thousands of lives during its 12
year history. He introduced Meagan Karch, Executive Director and Dan Johnson, Capital
Campaign Manager. Mr. Phillips read the recognition and presented it to Ms. Karch and Mr.
Johnson. Ms. Karch thanked the Council.
 
Reports on Special and Outside Committees
3.
Mr. Irons reported on the August 2, 2004 meeting of the Greater Maple Valley Unincorporated Area
Council. The Council was updated on water rights and Washington State law, transportation
concurrency and planning and transportation needs report. The Council also discussed the critical
areas ordinance.

Mr. Irons briefed the Council on the recent meeting of the Eastside Transportation Partnership. The
members were briefed on Sound Transit Phase II planning. There was discussion regarding
statements of interest from various jurisdictions on what their vision was of Sound Transit Phase II.
Mr. Irons indicated it was a very good discussion. There was also an ETP subcommittee discussion
regarding unanticipated revenues. Other discussions covered the Burlington Northern/Santa Fe
Corridor and a congestion relief analysis from the Washington State Department of Transportation.

Mr. Pelz briefed the Council on the Sound Transit Board. The Board authorized a memorandum of
agreement between Bellevue, Mercer Island, King County and Seattle, to add capacity to the I-90
bridge. The Board approved a contract to build the Pine Street stub tunnel and also authorized a
contract for design work on the Tukwila portion of central link.

question of annexation of the town of Yarrow Point into the King County rural library

November 2, 2004, special election.
On 8/16/2004, a public hearing was held and closed.
