The meeting was called to order at 1:37 p.m.

Mr. von Reichbauer led the flag salute and Pledge of Allegiance.

Mr. von Reichbauer moved to approve the minutes of the February 3, 2003 meeting without reading.
Seeing no objection, the Chair so ordered.

Proposed Substitute Ordinance No.
2002-0425.3
Mr. Gossett
AN ORDINANCE relating to regional jail services; authorizing the execution of the
interlocal agreement between King County and the contract cities for jail services, which
includes the transfer of the Eastside Justice Center site, located in council district eleven, to
the city of Bellevue.
On 2/10/2003, a public hearing was held and closed.
The enacted number is 14573.

Rebecha Cusack, council staff, answered questions of the Council.
William Nogle, council staff , answered questions of the Council.
Mike Wilkins, Executive Office, answered questions of the Council.
Mike West, Program Analyst, Department of Adult and Juvenile Detention, answered questions of the
Council.

Mr. Pullen moved to defer Proposed Substitute Ordinance 2002-0425 for one week.
The Chair ruled to take action on Proposed Substitute Ordinance 2002-0425.
A motion was made by Mr. Phillips that this matter be Passed. The motion carried by the
following vote:

A MOTION approving the Parks Division's January 31, 2003 report on the comprehensive

costs and revenues associated with operating and maintaining grass and sand ballfields and
approving a fee structure as required by Ordinance 14509
