Call to Order
The meeting of the Natural Resources & Utilities Committee was called to order at 1:40 P.M. by Chair
Edmonds.

Excused: Ms. Hague, Mr. Constantine and Mr. von Reichbauer

 
1. Approval of Minutes
The minutes of March 18, 2004 meeting were held.

A MOTION confirming the executive's appointment of Michael Laurie, who resides in
council district eight, to the King County Vashon-Maury Island groundwater protection
committee, to fill the vacant commercial agriculturist position.
Mike Reed, Council Staff briefed the Committee on Proposed Motion 2004-0032. Sara Ogier,
Department of Natural Resources & Parks was present to answer questions from the Committee.
Michael Laurie, appointee to the King County Vashon-Maury Island groundwater protection
committee was present to brief and answer questions from the Committee. Moved by Councilmember
Ferguson. Verbal amendment to extend his term to the end of December 2004. Amendment adopted
with Councilmember Edmonds and Ferguson voting aye and with Councilmember von Reichbauer,
Hague and Constantine excused. This matter passed out of committee subject to signatures
 
A motion was made by Mr. Ferguson that this matter be Recommended Do Pass Substitute. The
motion carried by the following vote:
Votes: Yes: 3 - Ms. Edmonds, Ms. Hague and Mr. Ferguson
No: 0
Excused: 2 - Mr. Constantine and Mr. von Reichbauer

Comprehensive Plan: Chapter 4 (1)(B) Air Quality.
Mike Reed, Council Staff briefed the Committee with a Power Point Presentation on the Air Quality
Subchapter of Comprehensive Plan. Elissa Benson and Doug Howell, Department of Natural
Resources and Parks; Dave Kircher and Paul Carr, Puget Sound Clean Air Agency were present to
brief and answer questions from the Committee.

Comprehensive Plan: Chapter 5 (2) Cultural Resources.
Marilyn Cope, Council Staff introduced the Panel. Donna James, Debra Suymer and David Meinert,
Music of Seattle were present to brief and answer questions from the Committee. Marilyn Cope,
Council Staff briefed the Committee on the Comprehensive Plan: Chapter 5, Section II on Cultural
Resources. Jim Kelly, Executive Director and Charlie Sundberg, Preservation Planner, Business
Relations and Economic Development were present to brief and answer questions from the Committee.

Mike Reed, Council Staff, briefed the Committee on the South County Groundwater Management Plan.
Dave Monthie, Department of Natural Resources and Parks was present to brief and answer questions

AN ORDINANCE approving a franchise for the Soos Creek Water and Sewer District to
construct, operate and maintain a sewer system in council district 12 and authorizing the
executive to execute the franchise agreement.
Peggy Dorothy, Council Staff, briefed the Committee on Proposed Ordinance 2004-0159. Kelly
Snyder, Roth Hill Engineering, for Soos Creek Water and Sewer District was present to brief and
answer questions from the Committee. This matter passed out of committee subject to signatures.
 
A motion was made by Mr. Ferguson that this matter be Recommended Do Pass. The motion
carried by the following vote:
Votes: Yes: 3 - Ms. Edmonds, Ms. Hague and Mr. Ferguson
No: 0
Excused: 2 - Mr. Constantine and Mr. von Reichbauer

There being no further business to come before the Committee, the meeting was adjourned at 3:22
