Call to Order
The Labor, Operations and Technology Committee meeting was called to order at 9:48 a.m. in the
Metropolitan King County Council Chambers, 10th Floor, King County Courthouse, by Chair Dow
Constantine.

Present: Mr. Constantine, Mr. Hammond and Mr. Gossett
Excused: Ms. Hague and Ms. Sullivan
 
Approval of Minutes - September 23, 2003

The minutes of the September 23, 2003 meeting of the Labor, Operations and Technology Committee
were approved.
Discussion and Possible Action
 
2.
Proposed Motion No. 2003-0448 Mr. Constantine
A MOTION confirming the executive's appointment of Dean C. Logan as director, records,
elections and licensing services division in the King County department of executive
services.
Mike Alvine, Council Staff, briefed the committee. Paul Tanaka, County Administrative Officer,
Department of Executive Services (DES), introduced Dean Logan, Candidate for Director of the
Records, Elections and Licensing Services Division, DES. Mr. Logan answered questions from the
members.
A motion was made by Mr. Hammond that this matter be Recommended Do Pass Consent.
The motion carried by the following vote:
Votes:
Yes: 3 - Mr. Constantine, Mr. Hammond and Mr. Gossett
No: 0
Excused: 2 - Ms. Hague and Ms. Sullivan

Proposed Motion No. 2003-0452 Ms. Sullivan and Mr. Constantine
A MOTION giving authority to the chair of the council to enter into a contract that exceeds
twenty-five thousand dollars for oversight of the 2003 primary election.
Mike Alvine, Council Staff, briefed the committee.
A motion was made by Mr. Hammond that this matter be Recommended Do Pass Consent.
The motion carried by the following vote:

Yes: 3 - Mr. Constantine, Mr. Hammond and Mr. Gossett
No: 0
Excused: 2 - Ms. Hague and Ms. Sullivan
 
Mike Alvine, Council Staff, and Megan Smith, Council Staff, briefed the committee on Items 4 and 5.
Don Theiler, Manager, Wastewater Treatment Division, Department of Natural Resources and
Parks, answered questions from the members.

The following people appeared before the committee to offer testimony and answer questions from
the members on these items:
- Jerry Dinndorf, Seattle District Manager, Associated General Contractors of Washington
- Ken Johnson, Project Management Consultant
- Tara Jo Heinicke, Service Employees International Union, Local 925
- Betty Sorbo, International Brotherhood of Teamsters, Local 117
- Ken Madden, President,Technical Employees Association

Mr. Constantine noted that due to the King County budget process, the Labor, Operations and
Technology Committee would not be meeting for the next few weeks. Therefore, these items will be

held in committee while the questions are resolved. He will ask that the council relieve the
committee of these items and place them on the council calendar for a vote when additional
refinements to the legislation are ready.

Proposed Motion No. 2003-0298 Mr. Constantine, Ms. Patterson, Ms.
Sullivan and Mr. Phillips
A MOTION endorsing the extension of the pilot productivity initiative to the wastewater
capital improvement and asset management programs for the purpose of saving ratepayers
money while ensuring continuing high-quality operation of the county's wastewater utility.
Deferred

Proposed Ordinance No. 2003-0297 Mr. Constantine, Ms. Patterson and Ms.
Sullivan
AN ORDINANCE relating to the county's negotiated procurement provisions; making
technical corrections; and amending Ordinance 12138, Section 19, as amended, and K.C.C.
4.16.155.
Deferred
 
Mike Alvine, Council Staff, briefed the committee on Items 6, 7 and 8 together. Alex Golan, Labor
Negotiator, Division of Human Resources, DES, and Whitney Hupf, Union Representative,
International Federation of Professional & Technical Engineers, Local 17, answered questions from
the members.

Proposed Ordinance No. 2003-0457 Mr. Constantine and Mr. Phillips
AN ORDINANCE approving and adopting the collective bargaining agreement negotiated
by and between King County and International Federation of Professional and Technical
Employees, Local 17 - Court Reporters representing employees in the King County
superior court; and establishing the effective date of said agreement.
A motion was made by Mr. Hammond that this matter be Recommended Do Pass Consent.
The motion carried by the following vote:

Yes: 3 - Mr. Constantine, Mr. Hammond and Mr. Gossett
No: 0
Excused: 2 - Ms. Hague and Ms. Sullivan

Proposed Ordinance No. 2003-0458 Mr. Constantine and Mr. Phillips
AN ORDINANCE approving and adopting the collective bargaining agreement negotiated
by and between King County and International Federation of Professional and Technical
Employees, Local 17 - Court Reporters representing employees in the King County
superior court; and establishing the effective date of said agreement.
A motion was made by Mr. Hammond that this matter be Recommended Do Pass Consent.
The motion carried by the following vote:

8.
Proposed Ordinance No. 2003-0456 Mr. Phillips
AN ORDINANCE making a supplemental appropriation of $27,115 from the current
expense fund to superior court to implement the International Federation of Professional
and Technical Engineers, Local 17 Collective Bargaining Agreement for the fiscal year
ending December 31, 2003; and amending the 2003 Budget Ordinance, Ordinance 14517,
Sections 29, and 35, as amended.
A motion was made by Mr. Hammond that this matter be Recommended Do Pass Consent.
The motion carried by the following vote:

Yes: 3 - Mr. Constantine, Mr. Hammond and Mr. Gossett
No: 0
Excused: 2 - Ms. Hague and Ms. Sullivan

There was no further business to come before the committee.
