Chair Gossett called the meeting to order at 9:41 a.m.

Approval of Minutes

The Minutes of June 23 and 30, 2004 were approved as presented.
Discussion and Possible Action

Proposed Ordinance No. 2004-0105 Mr. Gossett
AN ORDINANCE relating to proviso language in the 2004 adopted budget ordinance;
modifying certain proviso language; and amending the 2004 Budget Ordinance, Ordinance
14797, Sections 98 and 122, as amended.
William Nogle, Council Staff, briefed the committee and answered questions on Proposed Ordinance
2004-0105.

Caroline Whalen, Deputy County Administrative Officer, Department of Executive Services and John
Anthony, Deputy Division Manager, Information and Telecommunications Services, Department of
Executive Services presented remarks and answered question of the members.

A motion was made by Mr. Irons to pass Amendment 2. The motion passed 6-0 with Mr. McKenna,
Ms. Hague and Mr. Constantine excused.
This matter was Amended.
A motion was made by Mr. Irons that this matter be Recommended Do Pass Substitute. The
motion carried by the following vote:
Votes:
Yes: 6 - Mr. Gossett, Mr. Irons, Ms. Edmonds, Mr. McKenna, Ms. Patterson and Mr. Ferguson
No: 0
Excused: 3 - Mr. Constantine, Ms. Hague and Mr. von Reichbauer

Proposed Ordinance No. 2004-0237 Mr. Gossett
AN ORDINANCE relating to proviso language in the 2002 4th Quarter Omnibus
Ordinance, and the 2003 Budget Ordinance regarding the King County Correctional
Facility integrated security electronic project; modifying certain proviso language; and
amending the 2002 Budget Ordinance, Ordinance 14265, Section 199, as amended,
Ordinance 14517, Section 118, as amended, and the 2003 Budget Ordinance, Ordinance
14517, Section 118, as amended.
Polly St. John, David Layton and Clifton Curry, Council Staff, briefed the committee and answered
questions on Proposed Ordinances 2004-0237.

Cheryle Broom, King County Auditor, presented opening remarks and answered questions of the
members. Bob Thomas and Ron Perry, Principal Management Auditors, King County Auditor's
Office, answered questions of the members. Larry Mayes, Interim Director, Department of Adult and
Juvenile Detention, presented remarks and answered questions of the members. Kathy Brown,
Director, Facilities Management Division, Department of Executive Services, answered questions of
the members.

A motion was made by Mr. Irons to pass the striking amendment. The motion passed 6-0 with Mr.
von Reichbauer, Ms. Hague and Mr. Constantine excused.

This matter was Amended.
A motion was made by Mr. Irons that this matter be Recommended Do Pass Substitute. The
motion carried by the following vote:

Proposed Ordinance No. 2004-0238 Mr. Gossett
AN ORDINANCE making a supplemental appropriation of $5,848,443 to the building
capital improvement fund to provide additional budget authority to complete construction
of the integrated security system project and to provide budget for an intake, transfer, and
release improvement project; and amending the 2004 Budget Ordinance, Ordinance 14797,
Section 122, as amended, and Attachment B, as amended.
Polly St. John, David Layton and Clifton Curry, Council Staff, briefed the committee and answered
questions on Proposed Ordinances 2004-0238.
A motion was made by Mr. Irons that this matter be Recommended Do Pass. The motion
carried by the following vote:

Yes: 5 - Mr. Gossett, Mr. Irons, Ms. Edmonds, Mr. McKenna and Mr. Ferguson
No: 0

Proposed Ordinance No. 2004-0101 Mr. Gossett
AN ORDINANCE making a supplemental appropriation of $7,335,250 to the public
transportation construction unrestricted fund to provide budget authority to complete
construction of the new facility proposed to house the new transit communication center;
and amending the 2004 Budget Ordinance, Ordinance 14797, Section 122, as amended, and
Attachment B, as amended.
