Call to Order
The meeting was called to order at 11:19 a.m.

Mr.von Reichbauer led the flag salute and Pledge of Allegiance.
 
Approval of Minutes of October 25, 2004

Mr. von Reichbauer moved to approve the minutes of the October 25, 2004 meeting as presented.
Seeing no objection, the Chair so ordered.
 
Special Item
2.
Presentation of a Proclamation Declaring November 6, 2004 History of the Neighborhoods of
Northeast Seattle Day
Mr. Ferguson gave some background on the History House, a museum which opened in 1995 and is
dedicated to the neighborhoods of Seattle. He read the proclamation and presented it to Paul
Nordstrand, Executive Director of History House, Ron Richardson, Vice President, History House
Board of Directors, and Roger Wheeler, History House Board of Directors. Mr. Richardson thanked
the Council.
 
Reports on Special and Outside Committees

Jim Brewer reported on the remodeled King County Law Library on the sixth floor. The Library
celebrated a grand opening. Mr. Brewer encouraged members and staff to visit and see the newly
remodeled space.

Ms. Patterson reported on the South County Area Transportation Board. At the last meeting the
Board was briefed by Tim Ceis, Deputy Mayor, City of Seattle, and Maureen Sullivan, Washington
State Department of Transportation, regarding the planning efforts for replacement of the Alaska
Way viaduct. The members also began discussion of the 2005 legislative recommendations and will
finalize them at the next meeting.

Ms. Patterson reported on One Night Count of the Homeless, a program sponsored by Operation
Night Watch and the Seattle King County Coalition for the Homeless. She explained it is an
opportunity for non profit organizations and government officials to obtain a count of homeless
people living in King County. It was concluded that there was a twelve percent increase in
homelessness compared to the counts of the past years. The total number of homeless counted is
2,216.
Ms. Lambert also commented on the homeless count. She said it was great to participate and see
how devoted people were to reach the goal of ending homelessness in 10 years.

Mr. Constantine reported on the workshop attended by members of the Watershed Resource
Inventory Area 9 Steering Committee, the Forum and the Technical Review Committee, which was
an effort to bring together all the information over the last several years on salmon recovery. The
workshop was successful in identifying possible actions. Mr. Constantine indicated additional
workshops will be coming up in the next several weeks.

Mr. Phillips reported on the Seattle Chamber Leadership Conference held in Vancouver. The
Conference's presentation and agenda was on creating jobs in the 21st century and economy. Mr.
Phillips indicated the conference had tremendous presentations on research and what is happening
in the bio tech industry.


Mr. Phillips reported on the Watershed Resource Inventory Area 8 Forum, which dealt with
recommendations from the King Conservation District for salmon recovery projects. The members
also had an update on the draft salmon conservation plan.

AN ORDINANCE adopting the 2005 Annual Budget and making appropriations for the
operation of county agencies and departments and capital improvements for the fiscal year
beginning January 1, 2005, and ending December 31, 2005.

AN ORDINANCE eliminating the bulk rate discount for aircraft tie-downs at the King
County International Airport, which is also known as (B.F.I.), increasing the fuel field use
fee collected from oil companies or fuel distributor companies or both selling and
delivering fuel to B.F.I., and increasing the landing fee paid by aircraft operators of revenue
generating flights and non-revenue generating flights not based at B.F.I.; and amending
Ordinance 1159, Article XIV, Section 1, as amended, and K.C.C. 15.56.010, and Ordinance
1159, Article XVI, Section 1, as amended, and K.C.C. 15.64.020 and repealing Ordinance
1159, Article XIII, Section 10, as amended, and K.C.C. 15.52.100.

appropriate level of appropriation authority; and amending the 2004 Budget Ordinance,
Ordinance 14797, Sections 25, 28, 35, 38, 44, 62, 65, 74, 75, 80, 81, 86, 94, 95, 96, 99, 101,
103 and 109, as amended.

AN ORDINANCE making a supplemental appropriation of $1,032,646 to various operating
and capital funds to cover fund transfers and provide the appropriate level of appropriation
authority and provide for the correction of errors; and amending the 2004 Budget
Ordinance, Ordinance 14797, Sections 41 and 122, as amended, and Attachment B, as
amended.

Other Business
Mr. von Reichbauer introduced and recognized Andrew Jayasundera who recently joined the
Communications team as Public Relations Associate. Mr. von Reichbauer spoke of Mr.
Jayasundera's extensive communications background. Andrew thanked Mr. von Reichbauer.

Mr. von Reichbauer extended best wishes to former County Executive John Spellman and his family,
for a speedy recovery.
