Reports on Special and Outside Committees

 

 

2.

 

 

 

 

Ms. Patterson briefed the Council on the Regional Transportation Investment District Executive
Board meeting. The Board approved a set of revenue sources that will make it possible to put a
package of transportation projects on the November ballot for voter approval. Ms. Patterson
indicated the Board recognized the need to reduce the reliance on the sales tax from the previous
draft proposals and cut the sales tax in the plan to .3% from the authorized .5%. Although the RTID
was not granted additional user-oriented revenue sources from the Legislature, the RTID feels
confident it can move forward with a balanced transportation plan in 2004. Ms. Patterson also
indicated the plan would invest $1 billion in the viaduct and $1 billion to complete light rail to the
University District and to the airport and complete the HOV system. The RTID will adopt a draft
plan in April.
Mr. Irons also commented that the RTID meeting was a good one, narrowing the options that were
before the Executive Committee.
Mr. McKenna commented on the project list in more detail and the cost estimate
review process.

Mr. Constantine briefed the Council on the WRIA 9 Steering Committee meeting and indicated the
committee is preparing to publish its request for proposals so that citizens and organizations can
submit information regarding projects they would like to have funded during the next salmon
recovery cycle. The committee did approve the staff's recommended Request for Proposals and
anticipate having proposals back in June. The committee also evaluated how WRIA 9 is progressing
in meeting goals and received a draft progress report. Mr. Constantine indicated citizens were in
attendance speaking on their individual and group efforts and indicated how gratifying it was to
have this contact.

Mr. Phillips reported on WRIA 8 and indicated the steering committee had a lengthy work session
and is moving rapidly in completing its work on a draft plan. The next meeting will deal with
adaptive management.

Mr. Pelz briefed the Council on the Sound Transit Board meeting and indicated the Board discussed
making a decision on participating in the RTID. Although this decision will be difficult, it will be
made in a timely fashion.
