The meeting of the Natural Resources and Utilities Committee was called to order at 1:38 P.M.

Proposed Ordinance No. 2004-0164 Ms. Patterson
AN ORDINANCE authorizing an interlocal agreement between King County, the city of
Des Moines, the city of SeaTac, the Port of Seattle and the Washington state Department of
Transportation for construction and operation of the Des Moines creek restoration projects.
Mike Reed, Council Staff briefed the Committee on Proposed Ordinance 2004-0164. Glenn Evans,
PE, Manager, Capital Projects and Open Space Acquisitions Section, and Zahid Khan, PE, Senior
Engineer, Design Team Manager, Des Moines Creek Basin Project, Department of Natural
Resources and Parks were present to brief and answer questions from the members regarding their
power point presentation. This matter passed out of committee subject to signatures. The following
people were present to offer public testimony:

1. Don Monaghan, 4800 S. 188th Street, City of Seatac, WA
2. Susan Everett, 6431 Corson Avenue So., Seattle, WA.
A motion was made by Mr. Ferguson that this matter be Recommended Do Pass. The motion
carried by the following vote:

Proposed Substitute Ordinance No.
2004-0158.2
Ms. Edmonds and Mr. McKenna
AN ORDINANCE authorizing the executive to enter into an agreement amending King
County's sewage disposal agreement with the city of Renton and authorizing the executive
to enter into amendments to the sewage disposal agreements with all remaining participant
agencies.
Peggy Dorothy, Council Staff briefed the Committee on Proposed Ordinance 2004-0158. Bob
Hirsch, Government Relations Administrator, Wastewater Treatment Division, DNRP was present to
brief and answer questions from the members. There was a Title amendment adopted 2-0-3 with
councilcember Hague, von Reichbauer and Constantine excused. This matter passed out of
committee subject to signatures.
A motion was made by Mr. Ferguson that this matter be Recommended Do Pass Substitute
Consent. The motion carried by the following vote:

Yes: 3 - Ms. Edmonds, Mr. Constantine and Mr. Ferguson
No: 0

A MOTION regarding concurrence with the recommendations contained in the South King
County Ground Water Management Plan.
Mike Reed, Council Staff, briefed the committee on Proposed Motion 2004-0158. Gary Cline, Chair,
South King County Ground Water Advisory Committee, Regional Water Association of South King
County and Don Wright, South County Groundwater Advisory Committee and Joanne Rich, DNRP
were present to brief and answer questions from the members. There was an Amendment to the
attachment and was adopted 3-0-2 with Councilmembers Hague and von Reichbauer excused.
A motion was made by Mr. Ferguson that this matter be Recommended Do Pass Substitute.
The motion carried by the following vote:

Yes: 3 - Ms. Edmonds, Mr. Constantine and Mr. Ferguson
No: 0

Proposed Ordinance No. 2004-0243 Ms. Edmonds and Ms. Hague
AN ORDINANCE relating to arts and culture in King County; amending the allocation of
hotel-motel tax revenues in the King County arts and cultural development fund; making
technical corrections; and amending Ordinance 14440, Section 3, as amended and K.C.C.
4.42.025.
Marilyn Cope, Council Staff, briefed the Committee on Proposed Ordinance 2004-0243. Debra
Twersky, Funding Programs Manager, 4Culture and Melissa Hines, President, 4Culture Board of
Directors were present to brief and answer questions from the members. This matter passed out of
committee subject to signatures.
A motion was made by Mr. Constantine that this matter be Recommended Do Pass. The
motion carried by the following vote:

Regional Water Policy Analyst, DNRP were present to brief and answer questions from the members.
