Mr. von Reichbauer moved to approve the minutes of the November 22, 2004 meeting as presented.

Special Item
2.
Presentation of the Federal Transit Administration's Transit Web Site Award
Mr. Pelz commented on the special award given to King County from the Federal Transit
Administration. He indicated King County's Metro online transit information web site is one of four
web sites in the nation being honored by the Administration. He introduced Rick Krochalis,
Regional Administrator, Federal Transit Administration, who made comments and presented the
award. County Executive Ron Sims made comments. Harold Taniguchi, Director of Transportation,
made comments and thanked the Council. Kevin Desmond, General Manager, Department of
Transportation, made comments and thanked the Council. He recognized the staff who were in
attendance.
 
Reports on Special and Outside Committees

Mr. Phillips commented on the earlier Town Hall meeting of Committee of the Whole at Experience
Music Project - Sky Church. As the meeting was focused on the arts and culture programs in King
County, the Chair particularly noted the involvement of Councilmembers Hague, von Reichbauer,
Gossett, Constantine, Edmonds, Irons, Patterson and Ferguson with arts and cultural activities and
thanked them for their support.

Ms. Edmonds reported on the Snohomish Basin Salmon Recovery Forum, also known as WRIA 7.
The Forum reviewed the staff report from public comment on the Forum's plan and also discussed
policy issues. Ms. Edmonds indicated that this watershed shares responsibility with Snohomish
County, and there was discussion regarding responsibilities. The issue has not yet been resolved.
Mark Sollitto, councilmember, North Bend, was re-elected Chair and Terry Williams, representative
from the Tulalip Tribe, as Vice-Chair.

Ms. Edmonds reported on the Northshore Parks and Recreation Service Area. The members had a
report on the status of the building of the wellness center, which is on time and on budget. The
members said farewell to long time Executive Director of the Northshore Senior Center, Marianne
LoGerfo.

Ms. Edmonds reported on the Washington State Association of Counties Legislative Steering
Committee. The main topic was the budget and upcoming issues being faced. The members
discussed the cost of the governor race recount to the counties. She indicated the Steering
Committee made the decision to send a letter to both Christine Gregoire and Dino Rossi to retain
Mary Selecky as Secretary of Health.

Ms. Hague reported on the Eastside Transportation Partnership's joint meeting with the Seattle
North King County Transportation Board (SeaShore) and the South County Area Transportation

Board (SCAT). The members agreed on joint messages and some areas of agreement.
Mr. Irons also made comments regarding how each committee's goal was to find areas of
commonality.

Mr. Constantine reported on Watershed Resource Inventory Area 9 Steering Committee. The
committee reviewed the results of the science panel sub watershed actions analysis, and is looking at
what actions it can take in the first ten years during which it will implement its habitat conservation
plan. At it's December 8 meeting, the committee will work towards finalization of its habitat
conservation plan in 2005.

Mr. Constantine moved to adopt the DDES finding of fact that the final plat of Northlake Ridge Div 2
complies with the conditions of preliminary plat approval and other applicable laws, and that the
Chair is authorized to signify Council approval by signing the final plat at the end of the meeting.
Seeing no objection, the Chair so ordered.

Other Business
As a personal privilege Ms. Patterson commented on World Aids Day and the issue of AIDS. She
gave a presentation giving statistical information. She urged everyone to contribute in some way to
eliminate AIDS.

As a personal privilege, Mr. McKenna commented on the accomplishment of Bellevue High School's
football team winning its fourth state 3A championship. He also commented that the girls' swim
team won its fourth consecutive state title.
Mr. Irons also commented and congratulated both teams.

As a personal privilege, Mr. von Reichbauer commented on the victory by Seattle University of the
National NCAA Division II soccer playoffs, and indicated three of the players are from Federal Way.

As a personal privilege, Mr. Hammond expressed his appreciation to members for their
thoughtfulness in extending condolences and gifts to the memorial fund for his father, who passed
away recently. He also thanked council staff.
