The Regional Policy Committee was called to order by Julia Patterson, Chair, at 3:13 p.m. in the
Executive Conference Room, 4th Floor, King County Courthouse.

Approval of Minutes - May 1, 2002

The minutes of the May 1, 2002 meeting of the Regional Policy Committee were unanimously
approved by the members present.

AN ORDINANCE implementing the district court redistricting committee's amendment to
the districting plan for the 2002 general election and amending the district court plan to
reduce the number of electoral divisions from nine to three beginning January 6, 2003;
amending Ordinance 9282, Section 1, as amended, and K.C.C. 2.68.010, Ordinance 4549,
Section 3, as amended, and K.C.C. 2.68.020, Ordinance 8935, Section 3, and K.C.C.
2.68.060, Ordinance 8935, Section 4, as amended, and K.C.C. 2.68.070, Ordinance 9427,
Section 7, as amended, and K.C.C. 2.68.078, Ordinance 10476, Section 2, as amended, and
K.C.C. 2.68.085, Ordinance 8935, Section 4, as amended, and K.C.C. 2.68.070, Ordinance
9427, Section 7, as amended, and K.C.C. 2.68.078 and Ordinance 10476, Section 2, as
amended, and K.C.C. 2.68.085, recodifying K.C.C. 2.68.060 and decodifying K.C.C.
2.68.050 and K.C.C. 2.68.300.
Beth Mountsier, Committee Staff, and Clif Curry, Council Staff, briefed the committee and responded
to questions from the members. Judge Wesley Saint Clair, Presiding Judge, District Court,
commented on the proposal.

Mr. Gossett moved an amendment that would require the involvement of impacted cities in the
development of policies and criteria for the changes in district court operations. Ms. Garber moved
an amendment that would place Newcastle in the East Division rather than the South. Both
amendments passed unanimously.
This matter was Amended.
A motion was made by Mr. Gossett that this matter be Recommended Do Pass Substitute. The
motion carried by the following vote:

Yes: 9 - Ms. Patterson, Mr. von Reichbauer, Mr. Gossett, Ms. Hague, Ms. Keolker-Wheeler, Ms.

Beth Mountsier, introduced the briefing topic explaining that members from the South King County
Human Services Forum were unable to attend the meeting but provided materials to the members.
Rich Brooks, Executive Director, Renton Area Youth and Family Services, briefed the committee on
the work being done by the King County Alliance for Human Services and responded to questions
from the members.

Health and Human Services Overview: Part II
Beth Mountsier, Committee Staff, Cal Hoggard, Executive Chief of Staff, Emily Leslie, City of
Bellevue Human Services, and Joe Valentine, City of Seattle Human Services, briefed the committee
and responded to questions from the members. Michael Huddleston, Director of Suburban City
Relations, Deb Eddy, Executive Director, Suburban Cities Association, Carol Maurer, King County
Children and Family Commission Staff, and Sadikifu Akina-James, Manager, Community Services
Division, responded to questions from the members.
This matter was Presented.
Discussion and Possible Action
5. RPC Resolution 2002-001, regarding the principles of a work plan to address health and
human services
Beth Mountsier, Committee Staff, briefed the committee. She noted that the human services work
plan would be before the committee in July. Mr. Gossett moved an amendment to the resolution,
deleting in #2 "and other" before "municipalities" and inserting "and other potential partners"
following "municipalities" which passed unanimously. The members unanimously passed the
amended resolution with the following members present and voting Yes: Councilmembers Patterson,
Garber, Keolker-Wheeler, Kiest, Kochmar, Morse, Haggerton, Licata, Gossett, and Mayor Frisinger.

The meeting was adjourned at 5:02 p.m.
