The meeting was called to order at 11:32 a.m.

Mr. von Reichbauer moved to approve the minutes of the regular meeting of June 30, 2003 and
special meeting (Land Use Appeals) of June 30, 2003 without reading. Seeing no objection, the
Chair so ordered.

Mr. Irons reported on the Eastside Transportation Partnership, which met this morning to discuss
two issues: the subcommittee on Sound Transit agreed to move forward on Phase I funding eastside
projects and recommendations on funding and project lists for the RTID.

AN ORDINANCE authorizing the issuance of sewer revenue bonds of the county in the
aggregate principal amount of not to exceed $250,000,000 to provide funds for constructing
improvements to the sewer system of the county and for refunding certain outstanding
sewer revenue bonds of the county; providing for the form, terms, covenants and other
provisions of such bonds; providing for the sale of the bonds and for a plan of refunding;
establishing funds for the receipt and expenditure of bond proceeds and for the payment of
the bonds; and pledging sewer revenues to pay the principal of and interest on the bonds.

services, adult and juvenile detention, public health and community and human services;
and establishing the effective date of said agreement.
