The meeting was called to order at 1:42 p.m.

Approval of Minutes of January 18, 2005

Mr. von Reichbauer moved to approve the minutes of the January 18, 2005 meeting as presented.
Seeing no objection, the Chair so ordered.
 
Special Item
2.
Presentation of a Memorial to the Kubota Family Recognizing Tom Kubota and the Kubota
Garden
Mr. Pelz spoke about the Kubota family and the Kubota Garden in South Seattle. He narrated a
slide presentation and acknowledged Zee Straight-Weiss, Kubota Gardens Foundation, and
Shwu-Jen Hwang, landscape architect, Seattle Parks Department. Mr. Pelz was joined at the
podium by Amy Kubota, Tom Kubota's widow and his son-in law Jeff Izutsu. Mr. Izutsu introduced
other family members and thanked the Council.
 
Reports on Special and Outside Committees

Ms. Edmonds reported on the Washington State Association of Counties Steering Committee
meeting. She indicated the committee had updates and briefings and discussed new legislation
regarding Brightwater.

Ms. Edmonds reported on the Board of Health meeting for Seattle/King County. The members had
an update from the Executive Health Advisory Task Force which changed its name to Puget Sound
Health Alliance. The committee also had a briefing on changes on isolation and quarantine laws,
and regulations that were passed at the state level and how they would be applied in King County.
The members also had briefings on the local hazardous waste program and state food codes. Ms.
Edmonds indicated that many of the code changes have already been implemented by the King
County Department of Health.

Ms. Edmonds reported on the Seattle North King County Transportation Board. She indicated the
Board elected 2005 co-chairs. She and Richard Conlin were re-elected. The members had an
update on the State transportation plan and from Sound Transit on the Phase Two long range plan.
Ms. Edmonds commented on the joint meeting with South County Area Transportation Board (SCAT)
and the Eastside Transportation Partnership and their legislative agenda. She also displayed a
brochure that the three transportation forums produced.

Mr. Pelz reported on the Sound Transit Central Link Oversight Committee which is monitoring the
construction of link light rail in Seattle. The committee had a briefing on the status of the project
and also a briefing on north link. Mr. Pelz indicated that the Sound Transit Board will meet on
Thursday, January 27 to decide on where the station location will be for Roosevelt. The committee
also had a briefing on the challenges of tunneling.

Mr. Phillips reported on the Watershed Resource Inventory Area 8 Steering Committee. He
indicated that a number of the watershed resource inventory areas are developing their own plans
for salmon recovery. WRIA 8 includes the Cedar River, Lake Sammamish and Lake Washington
systems, and has completed its chinook salmon conservation plan which will be submitted to elected

officials February 25.
Mr. Irons added there has been good input to exchange viewpoints. He complimented Mr. Phillips
for his work as chair.

Mr. von Reichbauer moved to suspend the rules in order to take action on Proposed Motion
2005-0028 without referral to committee. Seeing no objection, the Chair so ordered.

Section 647 to the King County Charter and amending Section 680.10 of the King County

Highlands Division 4 complies with the conditions of preliminary plat approval and other applicable
laws, and that the Chair is authorized to signify Council approval by signing the final plat at the end
of the meeting. Seeing no objection, the Chair so ordered.

Mr. Constantine moved to adopt the DDES finding of fact that the final plat of Fieldstone Division 2
complies with the conditions of preliminary plat approval and other applicable laws, and that the
