Reports on Special and Outside Committees | ||||

Mr. Pelz briefed the Council on the July 9, 2004 meeting of the Sound Transit Board. The Board
discussed Phase II planning for preparing a proposal to go to the public for expansion of the Sound Transit system in three counties, and which technologies to investigate on which corridors. Mr. Pelz indicated there was a lot of support to examine light rail, bus rapid transit and monorail on the I-90 corridor. The Board also executed an interagency agreement with the city of Everett, establishing Everett as the project lead, and the funding for the north Everett transit center. Mr. Irons reported on the July 8, 2004 meeting of the Puget Sound Regional Council Growth Management Policy Board. The Board discussed the Auburn Regional Growth Center and Vision 2020, seeking direction regarding possible changes. Mr. Irons briefed the Council on the Eastside Transportation Partnership. The members discussed the Redmond Transit Center, had a presentation on State Route 522 and discussed Sound Transit Phase II. The members also discussed potential dues for the ETP and had an update on RTID and potential regional projects and funding recommendations. Ms. Edmonds reported on the Northshore Park and Recreation Service Area, created to issue bonds to build the now completed Northshore Senior Center. Ms. Edmonds indicated the Northshore Parks and Recreation Service Area is working on its second capital project which is to build an adult wellness center for the elderly. It will be completed in a timely manner and under budget. Mr. Phillips reported on the Water Resource Inventory Area 8 Forum (Lake Washington Cedar River and Sammamish Watershed Forum). The Forum set the 2005 budget regarding efforts to continue to preserve salmon habitat. The Forum had a presentation given by Kathryn Neal, Department of Natural Resources and Parks regarding the May Creek Canyon Large Woody Debris Project. The Forum also set its 2005 agenda. Ms. Patterson briefed the Council on the Puget Sound Regional Council Transportation Policy Board. The Board approved federal funding for transportation projects in the area, i.e., replacing 30 year old buses in Kitsap County, a new hybrid bus line for King County Metro, HOV lanes on Highway 99 and South King County, and funding toward completion of the light rail project to the airport. The Board unanimously agreed that the staff develop a six month work plan that would focus on major hurdles relating to transportation. The Board will also be looking at how to prioritize transportation projects. |
