Call to Order
The meeting of the Natural Resources and Utilities Committee was called to order at 1:43 P.M. by
Chair Edmonds.

The minutes of March 4, 2004 meeting were approved as written.

AN ORDINANCE authorizing the King County executive to execute an intergovernmental
land transfer agreement for the conveyance of certain open space properties to the city of
Federal Way and providing for cooperation with appropriate federal, state and tribal agencies
to provide needed support to the process.
Mike Reed, Council Staff, briefed the Committee on Proposed Ordinance 2003-0513. There were
Amendments 1 and 2, moved by Councilmember Ferguson and adopted 3-0-2 with Councilmembers
von Reichbauer & Hague excused. Title amendment moved by Councilmember Ferguson, adopted
3-0-2 with Councilmembers von Reichbauer & Hague excused.
 
A motion was made by Mr. Ferguson that this matter be Recommended Do Pass Substitute. The
motion carried by the following vote:
Votes: Yes: 3 - Ms. Edmonds, Mr. Constantine and Mr. Ferguson
No: 0
Excused: 2 - Ms. Hague and Mr. von Reichbauer

A MOTION confirming the executive's appointment of Dennis Dart, who resides in council
district three, to the King County rural forest commission.
Peggy Dorothy, Council Staff, briefed the Committee on Proposed Ordinance 2003-0162. Dennis
Dart, appointee to the King County rural forest commission was present to brief and answer questions
from the Committee.
 
A motion was made by Mr. Ferguson that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:
Votes: Yes: 3 - Ms. Edmonds, Mr. Constantine and Mr. Ferguson
No: 0

questions from the Committee.
 
A motion was made by Mr. Ferguson that this matter be Recommended Do Pass Consent. The

the Committee.
