The meeting was called to order at 1:36 p.m.

Approval of Minutes of March 3, 2003

Mr. Phillips moved to approve the minutes of the March 3, 2003 meeting without reading. Seeing no
objection, the Chair so ordered.
 
Reports on Special and Outside Committees
2.
Mr. Irons reported on the Eastside Transportation Partnership. The main focus of the meeting was
on the project list for RTID. The members approved a list of recommended projects with one change
regarding SR-520, from the cities of Sammamish and Redmond.
Mr. McKenna added that the ETP cities are very concerned about SR-520, and do not believe it is
possible to replace the bridge under the current financial scenario that RTID is considering. A letter
from ETP will be addressed to the cities regarding further discussion of this item.

Ms. Edmonds reported on her attendance at WRIA 7 (Watershed Resource Inventory Area -
King/Snohomish Basin). The group discussed goals and objectives and how to define them into a
more workable format, and also reviewed the SRF (salmon recovery funding) Board criteria. The
group also heard project updates and had a discussion regarding a recommendation from
Councilmember Sax of the Snohomish County Council to disband the Board and recreate it. The
group did not approve that recommendation.

AN ORDINANCE providing for the issuance of unlimited tax general obligation refunding
bonds of the county in an outstanding aggregate principal amount not to exceed
$120,000,000 for the purpose of providing funds to refund, on a current basis, all or a
portion of the county's outstanding Unlimited Tax General Obligation Refunding Bonds,
1993 Series C; providing for the public sale of the bonds and the disposition of the
proceeds of sale; establishing funds for the receipt and expenditure of bond proceeds and
for the payment of the bonds; and providing for the annual levy of taxes to pay the principal
thereof and interest thereon.
On 3/10/2003, a public hearing was held and closed.

AN ORDINANCE providing for the submission to the qualified electors of King County at
a special election to be held in King County on May 20, 2003, of a proposition to protect
the public's investment in parks by authorizing a property tax levy in excess of the levy
limitation contained in chapter 84.55 RCW, for a six-consecutive-year period, at a rate of
not more than $0.05 per one thousand dollars of assessed valuation, for the purpose of
providing funding to enable the continued and increased operation and maintenance of
King County's regional and rural parks, recreation facilities and community-based
recreation programs and establishing a county parks citizens' oversight board to review and
report on expenditures of levy proceeds, contingent on voter approval of the levy.
