the public sale of the bonds and the disposition of the proceeds of sale; establishing funds for

contained in chapter 84.55 RCW, for a six-consecutive-year period, at a rate of not more than
$0.05 per one thousand dollars of assessed valuation, for the purpose of providing funding to
enable the continued operation and improved maintenance of King County's regional and rural
parks and recreation facilities.
