Call to Order
The Metropolitan King County Council's Committee-of-the-Whole meeting was called to order at 9:45
a.m. by Madam Chair Sullivan.

Present: Ms. Sullivan, Mr. von Reichbauer, Ms. Edmonds, Ms. Lambert, Mr. Phillips, Mr. Pelz, Mr.
McKenna, Mr. Constantine, Mr. Pullen, Mr. Gossett, Ms. Hague, Mr. Irons and Ms. Patterson

 
1. Additions to the Council's agenda of January 27, 2003
Proposed Motion 2003-0020 was placed on the Metropolitan King County Council's agenda pending
Council's motion to remove from the Committee-of-the-Whole.

 
2. Approval of Minutes of January 21, 2003
Councilmember Phillips moved to approve the meeting minutes of January 21, 2003 as presented. The
motion passed.

 
Discussion and Possible Action

AN ORDINANCE authorizing the executive to grant a conservation easement over Taylor
Mountain forest to the state of Washington Department of Natural Resources, in exchange
for a $2,800,000 federal forest legacy grant administered by the state Department of Natural
Resources and declaring an emergency.
Mike Reed, Council Staff, briefed and answered questions from the Committee.

Kathy Creahan, Forestry Program Lead, Department of Natural Resources and Parks, answered
questions from the Committee.

A motion was made by Councilmember Edmonds to adopt the Amendment. The motion passed 10-0
with Councilmembers McKenna, Pullen and von Riechbauer excused.

A motion was made by Councilmember Edmonds to adopt the Title Amendment. The motion passed
10-0 with Councilmembers McKenna, Pullen and von Riechbauer excused.
 
A motion was made by Ms. Edmonds that this matter be Recommended Do Pass Substitute. The
motion carried by the following vote:
Votes: Yes: 10 - Ms. Sullivan, Ms. Edmonds, Ms. Lambert, Mr. Phillips, Mr. Pelz, Mr. Constantine, Mr.
Gossett, Ms. Hague, Mr. Irons and Ms. Patterson
No: 0
Excused: 3 - Mr. von Reichbauer, Mr. McKenna and Mr. Pullen

 
Madam Chair Sullivan recognized the Evergreen High School students that were observing the
Committee-of-the-Whole meeting.

A briefing on the new solid waste business plan initiative for the Solid Waste Division of the
Department of Natural Resources and Parks.
Mike Wilkins, Special Projects Manager, Executive's Office, Rod Hansen, Manager, Solid Waste
Division, Department of Natural Resources and Parks, John Williams, Managing Director of
Management Consulting, HDR Engineering Inc., and Barbara Stevens, President, Ecodata, briefed
and answered questions from the Committee.

Geraldine Cole, Manager, Solid Waste Division, Department of Natural Resources and Parks, was
present to answer questions from the Committee.

The above panel made a power point presentation on the new solid waste business plan initiative for
the Solid Waste Division of the Department of Natural Resources and Parks.

A briefing on air quality and climate change issues in the Puget Sound region and King
County�s target reductions for greenhouse emissions.
Amy Snover, Climate Impacts Group, Center for Science in the Earth System, University of
Washington, briefed and answered questions from the Committee regarding the air quality and climate
change issues in the Puget Sound region power point presentation.

Don Theiler, Manager, Wastewater Treatment Division, Department of Natural Resources and Parks,
and Justin Webstien, Air Quality Inter, Department of Natural Resources and Parks, briefed and
answered questions from the Committee regarding the King County's target reductions for greenhouse
emissions power point presentation.

Madam Chair Sullivan reminded the other Councilmembers of their picture day.

 
Adjournment
There being no further business to come before the Committee, the meeting adjourned at 12:01 p.m.
