Call to Order
The Metropolitan King County Council's Committee-of-the-Whole meeting was called to order at
9:47 a.m. by Chair Sullivan.

 
Roll Call
Present: Ms. Sullivan, Mr. von Reichbauer, Ms. Edmonds, Mr. Phillips, Mr. Pelz, Mr. McKenna, Mr.
Constantine, Mr. Gossett, Ms. Hague, Mr. Irons and Ms. Patterson
Excused: Ms. Lambert and Mr. Pullen

 
1. Additions to the Council Agenda of December 2, 2002
Proposed Ordinances 2002-0593, 2002-0594, 2002-0595, 2002-0596, 2002-0597 were placed on the
Metropolitan King County Council agenda for introduction and referral to the Natural Resources
Parks and Open Space Committee.

Proposed Ordinance 2002-0587 was placed on the Metropolitan King County Council agenda for
introduction and referral to the Budget and Fiscal Management Committee with the understanding to
work together with the Growth Management and Unincorporated Areas Committee and the Labor,
Operations and Technology Committee.

 
2. Approval of Minutes of November 18, 2002
Councilmember von Reichbauer moved to approve the meeting minutes of November 18, 2002 as
presented. The motion passed.

 
Special Recognition

3. Recognizing the East King County Convention and Visitors Bureau for 26 years of outstanding
service to the Eastside community.
Councilmember Hague presented a special recognition to the East King County Convention and
Visitors Bureau for 26 years of outstanding service to the Eastside community.

Jim Pierman thanked the Committee for the special recognition. He also introduced and thanked Leon
Koss, Margaret Periganni and the rest of the staff.

A MOTION establishing the 2003 state legislative agenda for King County.
Chuck Williams, Director of Governmental Relations, briefed and answered questions from the
Committee.

Tom Bristow, Governmental Relations, and Susan Dale and Maura Breuger, Executive Staff, were
present to answer questions of the Committee.

A motion was made by Councilmember Pelz to make a friendly amendment to attachment A, Priority
#4, paragraph #2 striking 'King County supports state legislation to increase REET to be used for
maintenance and operations of parks. If the Legislature is not able to support additional REET
authority,'. The motion failed 3-6 with Councilmembers Constantine, Edmonds, Pelz, Gossett, Phillip
and Sullivan voting no and Councilmembers Pullen, Lambert, McKenna and von Reichbauer excused.

A motion was made by Councilmember Pelz to adopt attachment A with the new language that was
handed out. The motion passed 9-0 with Councilmembers von Reichbauer, Pullen McKenna and
Lambert excused.

A motion was made by Councilmember Pelz to adopt Attachment A as amended. The motion passed
10-0 with Councilmembers Pullen, McKenna and Lambert excused.

Attachment B will be held and discussed in further detail at the Legislative Steering Committee
meetings and will then come back to the Committee-of-the-Whole.
 
A motion was made by Mr. Pelz that this matter be Passed Out of Committee Without a
Recommendation. The motion carried by the following vote:
Votes: Yes: 10 - Ms. Sullivan, Mr. von Reichbauer, Ms. Edmonds, Mr. Phillips, Mr. Pelz, Mr. Constantine,
Mr. Gossett, Ms. Hague, Mr. Irons and Ms. Patterson
No: 0
Excused: 3 - Ms. Lambert, Mr. McKenna and Mr. Pullen

Air Quality and Climate Change Issues in Puget Sound
Scott White, Council Staff, introduced the panel.

Don Theiler, Manager, King County Wastewater Treatment Division, briefed the Committee.

Dennis McLarren, Executive Director, Puget Sound Air Quality Agency, briefed and answered
questions from the Committee during the power point presentation on the Puget Sound Clean Air
Agency.

Amy Snover, Climate Impacts Group, Center for Science in the Earth System, University of
Washington, was asked to come back after the first of the year to brief the Committee on the planning
for climate change in the Pacific Northwest.
