Call to Order
The meeting of the Natural Resources, Parks and Open Space Committee was called to order at 1:39
P.M. by the Chair Edmonds.

Mr. Phillips and Ms. Edmonds
AN ORDINANCE authorizing open space land acquisition projects funded by conservation
futures funds to King County, the city of Seattle and suburban cities; appropriating
conservation futures funds to the projects; and amending the 2002 Budget Ordinance,
Ordinance 14265, Section 119 and Attachment 2, as amended.

A motion was made by Mr. von Reichbauer that this matter be Recommended Do Pass
Substitute. The motion carried by the following vote:

No: 0

Proposed Substitute Ordinance No.
2002-0394.2
Mr. Phillips and Ms. Edmonds
AN ORDINANCE authorizing the executive to enter into interlocal agreements with the
cities of Bellevue, Covington, Issaquah, Kent, Mercer Island, Milton, Redmond, Renton,
Seattle, Shoreline and Tukwila, for the disbursement of conservation futures funds.
Monica Clarke, Council Staff, briefed the Committee on Proposed Ordinances 2002-0393 and
2002-0394 with a power point presentation. David Tiemann, Open Space Planner, WRLD, DNRP
was present to brief and answer questions from the Committee. The following people were present to
offer public comments to the Committee.

1. Carol James, Chair, King County Conservation Futures Citizens Committee
2. Donald Harris, City of Seattle, 800 Maynard Avenue So, Seattle, WA 98134

There was an amendment to Proposed Ordinance 2002-0393 that was adopted 3-0-2 with
Councilmembers Constantine and Phillips excused.

A motion was made by Mr. von Reichbauer that this matter be Recommended Do Pass

A MOTION approving sixty-four projects for the King County cultural education program,
in accordance with Ordinance 11242.
Monica Clarke, Council Staff, briefed the Committee on Proposed Motion 2002-0399 with a power
point presentation. The following people were present to offer public testimony to the Committee.

AN ORDINANCE concerning parks, finances, facilities and operations related to the
Business Transition Phase II Report.
Proposed Ordinance 2002-0450. Mike Reed, Council Staff, briefed the Committee on Proposed
Ordinance 2002-0450. Karen Reed, Special Project Coordinator; Bob Burns, Acting Manager,
Parks and Recreation Divisions and Grover Cleveland, Government Affairs Officer, DNRP were
present to briefed and answer questions from the Committee.
