The meeting of the Natural Resources and Utilities Committee was called to order at 1:37 P.M. by
Chair Edmonds.

Proposed 2005 Park Fee Adjustment
Suzanne Little, Director and Grover Cleveland, Governmental Affairs, Park and Recreation
Division, DNR&P were present to briefed the Committee on the Proposed 2005 Park Fee Adjustment
with a power presentation.
This matter was Presented.

Mr. Hammond
A MOTION confirming the executive's appointment of Deanna Burnett-Keener, who
resides in council district nine, to the King County fairgrounds advisory board.
Marilyn Cope, Council Staff, briefed the Committee on Proposed Motion 2004-0350. Mr. Perry
Dahlquist was present to brief and answer questions from the members. This matter passed out of
committee subject to signatures.
A motion was made by Mr. Constantine that this matter be Recommended Do Pass Substitute
Consent. The motion carried by the following vote:

Yes: 3 - Ms. Edmonds, Mr. Constantine and Mr. von Reichbauer
No: 0

Proposed Motion No. 2004-0350 Mr. Hammond
A MOTION confirming the executive's appointment of Perry Dahlquist, who resides in
council district nine, to the King County fairgrounds advisory board.
Suzanne Little, Director, DNR&P introduced Ms. Burnett-Keaner was present to brief and answer
questions from the members. This matter passed out of committee subject to signatures.
A motion was made by Mr. Constantine that this matter be Recommended Do Pass Consent.

A MOTION approving the Transfer System Level of Service Evaluation Criteria and
Standards Report and establishing April 15, 2005, as the date the report on the analysis of

transfer system needs and capacity shall be submitted to the King County council.
Peggy Dorothy, Council Staff, briefed the Committee on Proposed Motion 2004-0494. Kevin
Kiernan, Solid Waste Division, DNR&P was present to brief and answer questions from the
members. This matter passed out of committee subject to signatures.
A motion was made by Mr. Constantine that this matter be Recommended Do Pass. The
motion carried by the following vote:

AN ORDINANCE approving the city of Carnation 2003 Comprehensive Sewer Plan.

Proposed Ordinance No. 2004-0476 Mr. von Reichbauer and Ms. Patterson
AN ORDINANCE authorizing the county executive to enter into an interlocal agreement
with the city of Des Moines to provide landmark designation and protection services.
Mike Reed, Council Staff, briefed the Committee on Proposed Ordinance 2004-0476. Julie Koler,
King County Historic Preservation was present to brief and answer questions from the members.
This matter passed out of committee subject to signatures.
A motion was made by Mr. Constantine that this matter be Recommended Do Pass Consent.

Mike Reed, Council Staff, briefed the Committee on Proposed Motion 2004-0543. Suzanne Little,
Director, Parks and Recreation Division, DNR&P and Joan Burlingame were present to brief and
answer questions from the members. There was a Striking Amendment adopted 2-0-3 with
Councilmember von Reichbauer, Hague and Ferguson excused. This matter passed out of committee
subject to signatures.
A motion was made by Mr. Constantine that this matter be Recommended Do Pass Substitute.
