Call to Order
Chair Gossett called the meeting together at 9:40 a.m.

Present: Mr. Gossett, Mr. Constantine, Mr. Irons, Ms. Edmonds, Ms. Patterson and Mr. Ferguson
Excused: Ms. Hague, Mr. McKenna and Mr. von Reichbauer
 
Approval of Minutes
1.
The Minutes of May 5 and 12, 2004 were approved as presented.
Discussion and Possible Action
 
2.
Proposed Motion No. 2004-0073 Mr. Gossett
A MOTION approving a report that presents a project plan for the development and
construction of a new King County office building including a scope of work, a project
schedule, a project budget and an evaluation of land liquidity in response to a proviso
outlined in Ordinance 14812, Section 2.
David Layton, Council Staff, briefed the committee and answered questions on Proposed Motion
2004-0073.
A motion was made that this matter be Recommended Do Pass. The motion carried by the
following vote:

Yes: 6 - Mr. Gossett, Mr. Constantine, Mr. Irons, Ms. Edmonds, Ms. Patterson and Mr. Ferguson
No: 0
Excused: 3 - Ms. Hague, Mr. McKenna and Mr. von Reichbauer

Proposed Ordinance No. 2004-0103 Mr. Gossett
AN ORDINANCE relating to proviso language in the 2003 new building and steam plant
supplemental ordinance, modifying certain proviso language; and amending Ordinance
14812, Section 2.

Proposed Motion No. 2004-0126 Mr. Gossett
A MOTION approving the existing automotive center site as the site of preference for a
new office building and Goat Hill as the site of a new replacement parking garage in
response to a proviso outlined in Ordinance 14812, Section 2.
David Layton, Council Staff, briefed the committee and answered questions on Proposed Motion
2004-0126.

Rebecha Cusack, Council Staff, answered questions of the members. Kathy Brown, Director,
Facilities Management Division, Department of Executive Services and Cindy Eaton, Wright
Runstad, answered questions of the members.

Proposed Motion No. 2004-0186 Mr. Gossett
A MOTION approving the facilities management division report titled Central Steam
Recommendations-Reassessment and supporting the conclusion that King County is best
served by pursing an alternative of upsizing the boiler for the new King County office
building construction project to provide hot water to existing King County complex
buildings in response to a proviso outlined in Ordinance 14812, Section 2.
David Layton, Council Staff, briefed the committee and answered questions on Proposed Motion
2004-0186. Kathy Brown, Director, Facilities Management Division, Department of Executive
Services, answered questions of the members.

Proposed Ordinance No. 2004-0234 Mr. Gossett
AN ORDINANCE making a total of $700,000 supplemental appropriations and $700,000
disapropriations from capital fund 3860, road construction fund; and amending the 2004
Budget Ordinance, Ordinance 14797, Section 123, as amended, and Attachment C, as
amended.
William Nogle, Council Staff, briefed the committee and answered questions on Proposed Ordinance
2004-0186. Linda Dougherty, Director, Road Services Division, Department of Transportation,
answered questions of the members.
