Call to Order
The meeting of the Natural Resources, Parks and Open Space Committee was called to order at 1:40
p.m. by the Chair.

Proposed Substitute Motion No.
2002-0147.2
Mr. Irons
A MOTION confirming the executive's appointment of Ewing Stringfellow, who resides in
council district three, to the King County agriculture commission.
Monica Clarke, Council Staff, briefed the Committee on Proposed Motion 2002-0147. Mr.
Stringlefellow was present to answer questions from the Committee. There were two amendments
adopted 2-0-3 Councilmember von Reichbauer; Phillips; Constantine excused.
A motion was made by Mr. Irons that this matter be Recommended Do Pass Substitute
Consent. The motion carried by the following vote:

Yes: 5 - Ms. Edmonds, Mr. Irons, Mr. Phillips, Mr. von Reichbauer and Mr. Constantine

Proposed Motion No. 2002-0317 Ms. Hague
A MOTION authorizing the executive to enter into an interlocal agreement between King
County and the city of Kirkland for transfer to the city of Juanita Beach Park.
Mike Reed, Council Staff, briefed the Committee on Proposed Motion 2002-0317. Lynn Stokesbary,
City of Kirkland; Ethan Raup, Executive office and Bob Burns, Acting Division Manager, Parks
Division were present to brief and answer questions of the Committee. The following person was
present to offer public testimony.

After the staff had an extensive discussion with the Clerk, Legal Counsel and the Prosecuting
Attorney, they believe that an ordinance, rather than a motion is need it authorizing the Executive to
approve the attached interlocal agreement, is a more effective method to authorize this transfer. The
Chair instructive the staff to prepare such an ordinance that is substantially identical language, this
way this issue had the discussion by the Committee that was very intensive and detail. In the interest
of timely action, it is the Chair's and the committee members recommendation that the Council will
consider and act on the ordinance as soon as the requirements allows it with no need to come before
the Natural Resources, Parks and Open Space. On this motion the chair moved for the Full Council
to consider and approve the ordinance as present to them. The motion by the NRPOS Committee
was adopted 4-0-1 Councilmember von Reichbauer excused.

A MOTION approving the program of work for the King Conservation District for the year
2003.

Monica Clarke, Council Staff, briefed the Committee on Proposed Motion 2002-0257. Geoff Reed
and Brandy Reed, Co-Executive Director, King Conservation District, were present to brief and
answers questions of the Committee.
A motion was made by Mr. Phillips that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Yes: 4 - Ms. Edmonds, Mr. Irons, Mr. Phillips and Mr. Constantine
No: 0
Excused: 1 - Mr. von Reichbauer

2002-0267.2
Ms. Edmonds and Mr. Phillips
A MOTION approving funding for fifty-seven projects for the King County cultural
facilities program in accordance with K.C.C. 4.42.100.
Monica Clarke, Council Staff, briefed the Committee on Proposed Motion 2002-0267 with a power
point presentation. There was an amendment to attachment B.1adopted 3-0-2 with Councilmember
von Reichbauer and Irons excused. The following people were present to offer public testimony:

Proposed Motion No. 2002-0268 Ms. Edmonds and Mr. Phillips
A MOTION approving funding for fourteen projects for the 2002 King County arts
commission community arts initiative and funding for one hundred and fifty-eight projects
for the 2002 King County arts commission sustained support program in accordance with
K.C.C. 4.42.100.
Monica Clarke, Council Staff, briefed the Committee on Proposed Motion 2002-0268. The following
person was present to offer public testimony.

A motion was made by Mr. Phillips that this matter be Recommended Do Pass. The motion
carried by the following vote:

Parks Division Business Transition Plan - Phase II
Parks Division were present to brief and answer questions of the Committee. Mike Reed, Council
Staff, briefed the Committee on Parks Division Business Transition Plan-Phase II. Bob Burns,
Acting Division Manager; Ethan Raup, Executive office and Al Wallace, were present to brief and
answer questions of the Committee on their power point presentation. The following person was
present to offer public testimony.

- Nadine Baker, Mercer Island.

This matter was Presented.

There being no further business to come before the Committee, the meeting was adjourned at 3:45
