The meeting was called to order at 1:43 p.m.

Councilmember Phillips led the flag salute and Pledge of Allegiance.
 
Approval of Minutes of February 11, 2002

Mr. von Reichbauer moved to approve the minutes of the February 11, 2002 meeting without
reading. Seeing no objection, the Chair so ordered.

3.
Presentation of a Certificate of Recognition to FlexCar.
Mr. Phillips commented on the FlexCar program and its achievements in providing innovative
mobility options for King County residents, and read the Certificate of Recognition. The following
individuals thanked the Council: Neil Peterson, President and CEO of FlexCar; Harold Taniguchi,
Deputy Director, Department of Transportation; and Matt Hansen, Supervisor, Market
Development, King County Metro. Neil Peterson introduced William del Valle, Washington General
Manager, FlexCar; Christine Anderson, FlexCar Project Manager, Market Development; John
Williams, FlexCar; and Ref Lindmark, Outreach Coordinator, Market Development, King County
Metro, who were also in attendnace.
Presentation of a Certificate of Appreciation to Council Vice Chair Pete von Reichbauer from
Highline Community College to thank King County for financial support of the college's new
athletic field to be used for community and college use.
Dr. Priscilla Bell, President of Highline Community College, briefed the Council on the 40 year
history of the College and its strategic direction. She thanked the Council for its contributions and
presented a Certificate of Appreciation to Vice Chair von Reichbauer. Mr. von Reichbauer thanked
Dr. Bell.

Presentation of a Certificate of Recognition to honor Chris Schlechty, the 2002 Muscular
Dystrophy Association King County Goodwill Ambassador.
Vice Chair von Reichbauer and Executive Sims read and presented the Recognition to Chris
Schlechty. Mr. Schlechty commented on the contributions needed to support the Muscular Dystrophy
Association, and introduced his mother, Mary. Executive Sims acknowledged Mr. Schlechty's
grandmother, who is visiting from Florida.

AN ORDINANCE making a supplemental appropriation of $6,014,133 from the
Harborview Medical Center/medical examiner improvement 2000 projects subfund; to
provide funding for project management services and King County financial and project
oversight, to the Harborview Medical Center/medical examiner stabilization and critical
care expansion project; and amending the 2002 Budget Ordinance, Ordinance 14265,
Section 119, and Attachment 2.
On 2/19/2002, a public hearing was held and remained open.
On 2/25/2002, a public hearing was held and closed.
Mr. Phillips moved to defer Proposed Ordinance 2002-0070, with its companion Proposed
Ordinance 2002-0079 until the February 25, 2002 meeting. Seeing no objection, the Chair so

AN ORDINANCE authorizing and directing the King County executive to enter into an
agreement for the provision of project management services between the University of
Washington, Harborview Medical Center and King County, relating to the Harborview
Medical Center's bond program, authorizing the use of University of Washington policies
and procedures, and requiring further council approval for certain changes in project scope,
schedule or budget.
On 2/19/2002, a public hearing was held and remained open.
On 2/25/2002, a public hearing was held and closed.
Mr. Phillips moved to defer Proposed Ordinance 2002-0079, with its companion Proposed
Ordinance 2002-0070 until the February 25, 2002 meeting. Seeing no objection, the Chair so

Ms. Patterson moved to suspend the rules for the purpose of taking public testimony on Proposed
Ordinance 2001-0593. Seeing no objection, the Chair so ordered.
