The meeting was called to order at 9:42 a.m.

Proposed Motion No. 2004-0142 Mr. Hammond
A MOTION confirming the executive's appointment of Judge LeRoy McCullough, who
resides in council district nine, to the King County library system board of trustees.
Judge LeRoy McCullough, appointee to the King county Library System Board of Trustees, and Bill
Ptacek, Staff Liaison to the King County Library Board of Trustees, answered questions from the
members.
A motion was made by Mr. Constantine that this matter be Recommended Do Pass Consent.
The motion carried by the following vote:

Yes: 4 - Ms. Patterson, Ms. Hague, Mr. Constantine and Mr. Irons
No: 0
Excused: 1 - Mr. Pelz

Proposed Motion No. 2004-0274 Mr. Ferguson and Ms. Patterson
A MOTION confirming the executive's appointment of Bruce Hori, who resides in council
district two, to the King County personnel board.
Mike Alvine, Council Staff, briefed the committee and answered questions from the members. Bruce
Hori, appointee to King County Personnel Board, and David Goff, Staff Liaison, answered questions
from the members.
A motion was made by Ms. Hague that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Proposed Ordinance No. 2004-0367 Ms. Patterson
AN ORDINANCE establishing November 2, 2004, as the date of a special election on the
question of annexation of the town of Yarrow Point into the King County rural library
district and appointing a committee to write the voters' pamphlet statement for the
November 2, 2004, special election.
Mike Alvine, Council Staff, briefed the committee and answered questions from the members. Bill
Ptacek, Director, King County Library System, answered questions from the members.
A motion was made by Ms. Hague that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

No: 0

Proposed Ordinance No. 2004-0337 Ms. Patterson
AN ORDINANCE establishing November 2, 2004, as the date of a special election on the
question of annexation of approximately one thousand two hundred eighty-five acres in the
city of Normandy Park into the Southwest Suburban sewer district for the purpose of
providing sewer service and appointing a committee to write the voters pamphlet statement
for the November 2, 2004, special election.
Peggy Dorothy, Council Staff, briefed the committee and answered questions from the members.

George Hadley, 1401 SW 177nd, Normandy Park, offered public testimony.

Dean Logan, Director, Records, Elections and Licensing Services, answered questions from the
members.

Mr. Constantine moved the striking amendment. Ms. Hague moved an oral amendment to the
striking amendment changing the title of "manager" of the records, election and licensing services
division to read "director" and to delete on line 57 and 58 the words "the sewer service area of".
The striking amendment passed unanimously as amended.
This matter was Amended.
A motion was made by Mr. Constantine that this matter be Recommended Do Pass Substitute.
The motion carried by the following vote:

Proposed Motion No. 2004-0368 Ms. Patterson
A MOTION adopting a work plan to improve the conduct of King County elections.
Councilmember Bob Ferguson joined the committee for the discussion on this item.

Mike Alvine, Council Staff, briefed the committee and answered questions from the members. Dean
Logan, Director, Records, Elections and Licensing Services Division, answered questions from the
members.

Ms. Hague moved the title amendment which recognized the work plan is the product of the
recommendations made by the Citizens' Election Oversight Committee. The amendment passed
unanimously.
This matter was Amended.
A motion was made by Ms. Hague that this matter be Recommended Do Pass Substitute. The
motion carried by the following vote:

Proposed Motion No. 2004-0328 Ms. Patterson, Mr. Phillips and Mr. Irons
A MOTION to adopt the King County International Airport Master Plan and to approve
and allocate federal government grants for implementing the recommended programs and
projects.
Mike Alvine, Council Staff, briefed the committee and answered questions from the members.

Ms. Patterson noted that Dan Hartley, Boeing engineer, deceased, had worked tirelessly on
developing this airport master plan and wanted his family to know of the committee's appreciation
for his work.

Robert Burke, Director, King County International Airport (KCIA), Gary Molyneaux, Planning
Manager, KCIA, and Harold Taniguchi, Director, Department of Transporation, King County,
offered comments and answered questions from the members.

Peter Anderson, President, Galvin Flying, offered public comment.

Ms. Hague moved Amendment 1, amending Attachment A to the motion by adding the report entitled
"Aviation Activity Forecast Update" as Appendix 1 to the Master Plan. The motion passed
unanimously.
This matter was Amended.
A motion was made by Ms. Hague that this matter be Recommended Do Pass Substitute. The
motion carried by the following vote:

Other Business
Mike Alvine, Council Staff, briefed the committee on two Grant Alerts: "September 2004 - Primary
Election" and "Dependency CASA Diversity Implementation". Dean Logan, Director, Records,
Elections and Licensing Services Division, answered questions from the members on the "September
2004 - Primary Election" grant.

The meeting was adjourned at 11:31 a.m.
