The meeting of the Natural Resources, Parks and Open Space Committee was called to order at 1:36
P.M. by Chair Edmonds.

NW Center Pools transfers update.
David Wunderlin, CEO, Northwest Center was present to brief and answer questions from the
Committee on the Power Point presentation.
This matter was Presented.

Proposed Motion No. 2002-0234 Ms. Lambert
A MOTION confirming the executive's appointment of Susan Sherman, who resides in
council district three, to the King County landmarks and heritage commission.

Proposed Motion No. 2003-0160 Ms. Patterson
A MOTION confirming the executive's appointment of Lauren McCroskey, who resides in
council district thirteen, to the King County landmarks commission.
Marilyn Cope, Council Staff, briefed the Committee on Proposed Motion 2003-0160. Lauren
McCroskey was present to answer questions from the Committee on her appointment to the King
County Landmarks commission.
A motion was made by Mr. Phillips that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Yes: 3 - Ms. Edmonds, Mr. Phillips and Mr. Constantine
No: 0
Excused: 2 - Mr. Irons and Mr. von Reichbauer

A MOTION confirming the executive's appointment of Richard Chouinard, who resides in
council district three, to the King County landmarks commission.
Marilyn Cope, Council Staff, briefed the Committee on Proposed Motion 2003-0161. Richard
Chouinard was present to answer questions from the Committee on his appointment to the King
County Landmarks commission.
A motion was made by Mr. Phillips that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Proposed Substitute Ordinance No.
2002-0568.2
Ms. Edmonds and Ms. Patterson
AN ORDINANCE authorizing the executive to enter into an interlocal agreement between
King County and the city of SeaTac for transfer to the city of Des Moines Creek park.
Mike Reed, Council Staff, briefed the Committee on Proposed Ordinance 2002-0568. There was a
Striking and a Title amendment adopted 3-0-2 with Councilmember Irons and von Reichbauer
excused.
A motion was made by Mr. Phillips that this matter be Recommended Do Pass Substitute
Consent. The motion carried by the following vote:

Yes: 3 - Ms. Edmonds, Mr. Phillips and Mr. Constantine
No: 0
Excused: 2 - Mr. Irons and Mr. von Reichbauer

Mike Reed, Council Staff, briefed the Committee on the office of Rural and Resource Programs
budget proviso response. Kathy Keagan, ORRP was present to brief and answer questions from the
Committee on the Power Point presentation.

Report on State Legislative Activities affecting Natural Resources and Parks.
Mike Reed, Council Staff, briefed the Committee on State Legislative Activities affecting Natural
Resources and Parks.
This matter was Presented.
10. Recognition of Service: Maureen Welch, Acting Deputy Director, Department of Natural
Resources and Parks
Councilmember Edmonds and Pam Bissonette, Director of DNR read and presented the special
recognition honoring Maureen Welch for years of serving the King County.

Maureen Welch, Acting Deputy Director, DNR accepted the special recognition and thanked the
committee.

There being no further business to come before the Committee, the meeting was adjourned at 3:06
P.M.
