| A spokeperson may be chosen from each side and will be allowed ten minutes to speak.
Because these appeals present similar issues, the argument on these appeals is consolidated and one argument should be made for all appeals. |

| Darren Carnell, Office of the Prosecuting Attorney, explained the quasi-judicial process and
answered questions of the Council. Jim O'Connor, Hearing Examiner pro tem, summarized the appeal arguments on each ordinance. Gwendolyn High, representing the appellant, spoke. Duana Kolouskova, representing the applicant, spoke. She requested that a letter directed to the Clerk of the Council from Shirley Day be stricken from the records of Proposed Ordinances 2004-0006, 2004-0013 and 2004-0005. She also objected to the material submitted by Gwendolyn High as part of her presentation and requested it be stricken from the record. Gwendolyn High spoke in rebuttal. |
