The meeting was called to order at 1:43 p.m.

Flag Salute and Pledge of Allegiance
Prior to offering to join him in the Pledge of Allegiance, Mr. Phillips informed the members and
audience of the viewing of the Declaration of Independence at the Museum of History and Industry
August 23-September 1, 2003. He explained this printer's version of the Declaration has traveled the
nation and he encouraged all, including children, to take advantage of this opportunity.

Mr. Phillips led the flag salute and Pledge of Allegiance.
 
Approval of Minutes of June 23, 2003

Mr. von Reichbauer moved to approve the minutes of the June 23, 2003 meeting without reading.
Seeing no objection, the Chair so ordered.
 
Reports on Special and Outside Committees
2.
Mr. Phillips reported on the Cedar River Council meeting at the Cedar River Watershed Education
Center. Some of the items of discussion were the reopening of a sports fishery on the Cedar River
and culvert replacement opportunities which will enhance fish. Mr. Phillips indicated the Council
had updates on a number of different issues.

Mr. Phillips briefed the Council on WRIA 8 Steering Committee. He indicated the Committee
discussed the conservation plan and schedule, and that staff recommended a one year delay in
getting it out for review. Staff has been asked to submit a revised schedule.

Ms. Edmonds reported on the Seattle-King County Board of Health. She indicated the Board
discussed performance standards and the establishment of a measurement tool for local Boards of
Health. The tool was developed and tested and administered to all departments of public health in
Washington. She reported that the Seattle-King County Board of Health scored very well.

Ms. Edmonds briefed the Council on SeaShore Transportation Forum. The Forum's focus was a
report from the Puget Sound Regional Council on monitoring and transportation finance in the
Puget Sound region. The Forum also had a briefing on the Northgate transit-oriented development
project and I-5 reconstruction project.

Mr. von Reichbauer reminded the Council of the American Heart Walk, beginning at Safeco Field on
September 20th, and encouraged its participation. He also introduced legislative assistant, Jenny
Faubion, who will be working with staff to assist in coordinating their efforts in the Walk.

Trilogy at Redmond Ridge Div 5 - Council District 3
Mr. Phillips moved to adopt the DDES finding of fact that the final plat of Trilogy at Redmond Ridge
Div 5 complies with the conditions of preliminary plat approval and other applicable laws, and that
the Chair is authorized to signify Council approval by signing the final plat at the end of the meeting.
Seeing no objection, the Chair so ordered.

agreement.

Other Business
Mr. Irons commented on the Council's previous recognition to Dr. Sherwin Shinn, an Issaquah
Dentist, for his work in helping children, and informed the Council that he recently was awarded the
Seattle Post Intelligencer Jefferson Award and the 2003 Jacqueline Kennedy Onasis Award for
public service. Mr. Irons noted that Dr. Shinn left his dentistry so that he and his wife could devote
full time to their International Smiles Power Foundation. He also stated that it was a tribute to our
region to recognize Dr. Shinn.

Mr. Phillips shared his opportunity, and that of Councilmembers Patterson, Edmonds, Lambert,
Constantine and McKenna, to attend the opening of McCaw Hall at Seattle Center. He suggested
that everyone take the opportunity to go and see it and commented that it was a great addition to our
community.

Ms. Lambert noted that she had taken a tour of the 520 bridge, and indicated it was worth seeing.
